  • Fulfilling commitments on labour-union when CPTPP comes into force: Challenges and measures

    After the US had claimed its withdrawal from the Trans-Pacific Partnership Agreement (TPP), the remaining 11 countries negotiated a new trade agreement named Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) signed on March 8th 2018 in Chile. This is the highest-level trade agreement that Vietnam has ever participated in so far. During the negotiation, the Labour Chapter, which placed great emphasis on the freedom of association emerged as a tough issue not only for Vietnam but also for other countries involved.

  • Culture with sustainable development of the country

    By the end of the 20th century, socio-economic development, especially the large-scale global financial crisis posed a demand for sustainable development. A series of issues were raised including relation between the growth and development, elements that ensure sustainable development and dialectical relations of those elements; the role of culture, guiding and organizing modes to ensure sustainable development. These issues must be addressed by each country in the world, including Vietnam.

    President Ho Chi Minh was an intellectual and when he was the Head of State, he was very concerned over the intelligentsia and intellectual issues. Ho Chi Minh Thought on intelligentsia took shape when he was active in foreign countries and was demonstrated clearly after the August 1945 Revolution, especially in the establishment of the government at that time. Attaching importance to respectfully using intellectuals, President Ho Chi Minh gathered around him many famous intellectuals who devoted to the country and the people. Implementing Ho Chi Minh Thought on using intellectuals, in recent years, the Party and State of Vietnam have set out many guidelines and policies to attract and use this force.

    In all development periods of the revolution, the Vietnamese Communist Party has paid special attention to mobilization of women, organization and operation of the Vietnam Women's Union, creating conditions for Vietnamese women to bring into play their creativity, make worthy contribution to national construction and development, train themselves, and exercise gender equality for the advancement and development of women.

    During the revolution of Vietnam, from fighting for national independence to building and defending the socialist homeland, the Party and State have always imbued with the teaching of President Ho Chi Minh: "Vietnam is democratic country. All benefits are for the people. All power is vested with the people, authority and forces are in the people, the people's forces are big, mass mobilization is very important. If mass mobilization is bad, everything is bad. If mass mobilization is smart, everything is successful. ”(1)

    In the era of rapid development of science and technology, intellectual property has become one of the tools to enhance the competitiveness of businesses and economies including that of Vietnam. Therefore, it is necessary to improve the effectiveness of intellectual property activities in our country to take advantage of opportunities as well as solve challenges in development and international integration.

  • Facilitating the development of non-public healthcare in the form of public-private partnerships

    Healthcare is one of the areas that the Party, State and Government give high priority, allocating resources from the state budget, government bonds, and official development assistance (ODA). However, the demand for investment in the health sector is so large that the state budget cannot meet. Therefore, mobilization of social resources through public-private partnerships is a good solution to develop the health sector. Through this form of partnership, the health sector cannot only mobilize financial resources but also take advantage of experience, professionalism, management model and service delivery of the non-public health sector to together with the State provide quality health services and healthcare, meeting people’s needs.

  • Reforming social insurance policy to ensure social security, promote social progress and equity for sustainable development of the country

    The Vietnamese Party and State has paid attention to and develop policies on social insurance covering retirement, survivor allowance, unemployment, sickness, maternity, labor accident, and occupational disease, considering social insurance a main pillar of the social security system, a goal and a motive force for sustainable development of the country and the good nature of the socialist regime. Under the leadership of the Party, the management of the State, given efforts of party committees, local authorities, ministries, branches, socio-political organizations, business community and employees, with effective support and cooperation of other countries and international organizations the system of policies and legislation on social insurance of Vietnam has been constantly supplemented, improved and become more compatible with the socialist-oriented market economy, contributing significantly to ensuring social security, promoting social progress and equity for sustainable development of the country in the process of innovation, development and international integration.

  • Develop science and technology human resources for the fourth industrial revolution and deepened international integration

    After 20 years of implementation of the Resolution of the 3rd Plenum of the Party Central Committee, 8th Tenure on " Strategy on Personnel in the process of industrialization and modernization," remarkable progress has been made in building a contingent of science and technology cadres which has constantly developed in terms of quantity, quality and growth in all aspects, step by step met standards at younger ages on par with tasks set for the new period and made important contributions to national construction and defense.
