  • Ensuring social security in Vietnam – Issues and orientations for sustainable development in the new period

    The social security model of Vietnam has shown its preeminence and suitability to the context, conditions as well as the socio-economic development orientation along with the socialist path of Vietnam. The document of the 12th Party’s Congress affirms: “Social security is basically guaranteed, social welfare and people’s lives are constantly improved” (1). However, it is essential to overcome the remaining issues and set out the directions for social security development in the new period.

    Communist Journal - Integrity violation is a quite thorny issue in Vietnam today due to its various forms. Finding and applying effective solutions to this situation to ensure the ethical codes, integrity and fairness in scientific research has; therefore, been becoming more and more pressing than ever before.

    One of the important goals of Resolution No. 28-NQ/TW adopted at the 7th plenary session of the 12th Central Committee is that by 2021, about 35% of the labor force in the insurance-participation age group will participate in social insurance, in which farmers and informal-sector workers who participate involuntary social insurance will make up about 1% of the labor force in the age group. But, in over 10 years of implementation, the number of people participating in voluntary social insurance is very low. Up to now, there are only over 240,000 people, mostly those who have paid compulsory social insurance, continue to participate in social insurance for full year to enjoy the pension. Therefore, achieving the goals set by Resolution No.28-NQ / TW is very difficult.

    After the US had claimed its withdrawal from the Trans-Pacific Partnership Agreement (TPP), the remaining 11 countries negotiated a new trade agreement named Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) signed on March 8th 2018 in Chile. This is the highest-level trade agreement that Vietnam has ever participated in so far. During the negotiation, the Labour Chapter, which placed great emphasis on the freedom of association emerged as a tough issue not only for Vietnam but also for other countries involved.

    By the end of the 20th century, socio-economic development, especially the large-scale global financial crisis posed a demand for sustainable development. A series of issues were raised including relation between the growth and development, elements that ensure sustainable development and dialectical relations of those elements; the role of culture, guiding and organizing modes to ensure sustainable development. These issues must be addressed by each country in the world, including Vietnam.

Attaching importance to respectfully using intellectuals, President Ho Chi Minh gathered around him many famous intellectuals who devoted to the country and the people. Implementing Ho Chi Minh Thought on using intellectuals, in recent years, the Party and State of Vietnam have set out many guidelines and policies to attract and use this force.

All benefits are for the people. All power is vested with the people, authority and forces are in the people, the people's forces are big, mass mobilization is very important. If mass mobilization is bad, everything is bad. If mass mobilization is smart, everything is successful. ”(1)

    In the era of rapid development of science and technology, intellectual property has become one of the tools to enhance the competitiveness of businesses and economies including that of Vietnam. Therefore, it is necessary to improve the effectiveness of intellectual property activities in our country to take advantage of opportunities as well as solve challenges in development and international integration.
