Viet Nam and the Philippines establish Strategic Partnership

Attending the talks, on the Vietnamese side were Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh, Minister, Head of the Presidential Office Dao Viet Trung, Ambassador of Viet Nam in the Philippines Truong Trieu Duong and leaders of ministries: Foreign Affairs, Defense, Public Security, Industry and Commerce and Chamber of Commerce and Industry. On the Philippines side were Foreign Minister Albert del Rosario, Minister of the Presidential Office Paquito Ochoa, and Ministers of Justice, Agriculture, Labour and Employment, Defence, Industry and Commerce, Trade and Communications and the Philippine Ambassador to Viet Nam Jerril Santos.

At the talks, the two Presidents maintained that the establishment of strategic partnership between Viet Nam and the Philippines is extremely importance, opening up a new era in the relations between the two countries, while contributing to maintaining peace, prosperity and stability in the region.

The two leaders expressed elation at the continuous development of relations over the past years in all areas, and exchanged views on the major orientations to promote and implement the strategic partnership in the future. The two sides agreed to continue to maintain and strengthen exchanges of high-level visits as well as other levels, organize activities to commemorate the 40th anniversary of the establishment of diplomatic relations in 2016 to enhance exchanges and understanding between the two peoples, build upon and enhance existing bilateral mechanisms and exchange of information and sharing experiences in all areas of strengths.

The Philippines affirmed that Viet Nam continues to be its important rice supplier, and highly appreciated the cooperation of the two countries in the field of search, rescue and salvage. Viet Nam thanked the Philippines for releasing Vietnamese fishermen arrested in recent time, while requesting the latter to consider setting free other Viet Nam fishermen under arrest.

Besides bilateral cooperation, the two leaders also compared note on international and regional issues of mutual concern. The Philippines promised to share experiences with Viet Nam to host the Asia-Pacific Economic Cooperation (APEC) and expressed desire to consult Viet Nam on participation in the Trans-Pacific Partnership Agreement (TPP). President Truong Tan Sang said Viet Nam will support the Philippines in the process to accede to TPP.

The two sides agreed to promote unity and maintain ASEAN's centrality in major issues relating to security and interests of each country and the region, reaffirmed the importance of ensuring peace, stability, security, safety and freedom of navigation in and overflight above the East Sea as well as settlement of maritime disputes in accordance with international law, including with the 1982 UN Convention on the Law of the Sea.

On the same day, President Truong Tan Sang received Speaker of the Philippines’ House of Representatives, Faliciana Belmonte. During the meeting, President Truong Tan Sang expressed his pleasure to meet with the Speaker of the House again and congratulated the Philippines’ impressive achievements in socio-economic development over the past years.

Highly valuing the increasing friendship, multifaceted cooperation and trust between the two countries, President Truong Tan Sang held that the Joint Statement on the establishment of the Strategic Partnership signed by the two countries after talks opens up a new era in bilateral relations, creates new dynamism to enhance trust, promotes bilateral relations and contributes to bring about peace, prosperity and stability for the region.

The Viet Nam-Philippines Joint Statement on Strategic Partnership signed by Deputy Prime Minister and Foreign Minister Pham Binh Minh on behalf of the Government of the Socialist Republic of Viet Nam and Foreign Minister Albert del Rosario on behalf of the Republic of the Philippines consists of 47 points, including the preface and contents such as political cooperation, economic cooperation, defense security, judicial and law enforcement cooperation, maritime and ocean affairs cooperation, scientific and technical cooperation, socio-cultural cooperation and multilateral cooperation.
