At the invitation of
President of Cuban Council of State and Council of Ministers Raul
Castro, President Tran Dai Quang, his wife and a high-level delegation
of the Party and State of Vietnam paid an official visit to Cuba on
15-17 November 2016. At the end of the visit, the two sides issued a
President Tran Dai Quang held talks with Chairman of the Council of State and Council of Ministers Raul Castro in an atmosphere full of comradeship, brotherhood, understanding and mutual trust. President Tran Dai Quang also met comrade Fidel Castro Ruz, the historic leader of the Cuban Revolution and recalled the landmarks in the relations of comrade Fidel Castro with the Vietnam people.
President Tran Dai Quang also met Speaker of Cuba’s Parliament Esteban Lazo , Deputy Chairman of the Council of Ministers, Minister of Economy and Planning Ricardo Cabrisas Ruiz, Chairman of the Cuban Institute of Friendship with Peoples (ICAP) Kenia Serrano Puig and members of the Cuba-Vietnam Friendship Association, laid wreath at the Memorial of Heroes José Martí and President Ho Chi Minh, visited Mariel Special Development Zone and the Nguyen Van Troi Secondary School where he met with Management Boards of the schools named after Uncle Ho and Ms. Vo Thi Thang in Havana and attended the opening ceremony of the Business Forum.
At the talks, President Tran Dai Quang and President Raul Castro had extensive exchange on bilateral relations and regional and international issues of common concern. The two sides expressed their satisfaction at the fine development of traditional and proud solidarity between the two countries, reaffirmed their determination to further deepen the friendship, solidarity, loyalty, trust and comprehensive cooperation between Vietnam and Cuba to serve the cause of building and defending their socialist countries, contributing actively to the common struggle for national independence, democracy, social progress, cooperation and development in Southeast Asia, Latin America and the Caribbean and the world.
On behalf of the Party, State and people of Vietnam, President Tran Dai Quang congratulated the Party, State and people of Cuba for successfully organizing the 7th Congress of the Cuban Communist Party in April, for achievements in the building and protecting the Cuban Revolution and important foreign policy over the past years. He expressed the confidence that Cuba’s policy of “updating the socio-economic model” will open a new stage of development for the cause of building socialism with prosperity and sustainability for people’s benefit. Vietnam reaffirms its support to Cuba in demanding an immediate and unconditional end to the absurd economic, trade and financial embargo against Cuba, towards the normalization of relations between Cuba and the United States. Vietnam highly appreciates Cuba’s position and role in Latin America and the Caribbean as well as decisions of the Community of Latin American and Caribbean States (CELAC) to declare Latin America and the Caribbean the Region of Peace.
President Raul Castro and other Cuban leaders congratulated the Party, State and people of Vietnam for the success of the 12th Congress of the Communist Party of Vietnam held in January this year while appreciating the historic achievements of the renovation demonstrated by the higher level of economic development, improvement of people's life and socio-political stability. Cuba appreciated Vietnam’s foreign policy of peace, independence, sovereignty and international integration as well as Vietnam's contribution to peace, stability, cooperation and development in Asia and the world.
Leaders of the two countries underlined the importance of the implementation of the objectives set out by the national congresses of the Communist Parties of the two countries to contribute to socio-economic development for the interests of the two nations. Both sides agreed to promote cooperation between the two Parties and two States, further deepen exchange of theory, practice and experience in building the Parties, the political system, socio-economic development and coordination in practical assessments, research and development of Marxist-Leninist theory in each country context.
Within the framework of the 12th Congress of the Communist Party of Vietnam and the 7th Congress of the Communist Party of Cuba, the two leaders agreed to strengthen meetings between the Party and State leaders of the two countries, continue to cooperate closely in the fields of defense, security and foreign affairs, at the same time, educate the young generation of Vietnam and Cuba on solidarity and fraternity-typical characteristics that bind the relationship between Vietnam and Cuba.
The two sides stressed the importance of the Inter-Governmental Committee on Economic, Scientific and Technical Cooperation and agreed to successfully hold the 34th session of the Intergovernmental Committee on 18-23 November 2016. The two sides expressed their determination to enhance the efficiency and effectiveness of this mechanism as an appropriate channel for coordinating key cooperation projects. The two sides also expressed interest in promoting mutually beneficial investment and committed to soon concretize other cooperation and investment projects which are under negotiations.
President Tran Dai Quang and President Raul Castro stressed the importance of medium-term Agenda on economy signed in March 2014, considering it the guiding framework of bilateral economic relations. The two sides agreed to continue to urge for the implementation of this document, contributing to deepen economic, trade and investment relations, and bringing practical benefits to the two countries. The two sides noted the importance of cooperation documents signed during the visit in the fields of veterinary, industry and trade.
The two leaders expressed satisfaction at the similarity of the two countries’ stance on many international issues and agreed that international disputes should be resolved by peaceful means, on the basis of respect for international law, the principles of independence, sovereignty, territorial integrity and self-determination, non-interference in internal affairs, non-use or threat to use force. Both sides expressed mutual support for the foreign policy of independence and self-reliance of each country.
The two leaders agreed to strengthen coordination, cooperation and mutual support between the two countries in international organizations and multilateral forums that both countries are members.
President Tran Dai Quang and President Raul Castro reaffirmed the commitment to continue supporting the just cause of the third world countries, in accordance with human, progressive and anti-imperialist ideas of national heroes Ho Chi Minh and Jose Marti.
The two sides valued the successful outcome of the official visit to Cuba by President of the Socialist Republic of Vietnam Tran Dai Quang which was an important event, creating new momentum for the close, deep and solid relationship between the Parties, States and peoples of Vietnam and Cuba while making a positive contribution to peace, stability, cooperation, development and prosperity in the two regions and the world.
President Tran Dai Quang thanked the Cuban State Council for presented him the Jose Marti Medal, the highest distinction of the Republic of Cuba as the acknowledgement of his contribution to strengthening relations between the Parties, States and peoples of both countries, as well as to the cause of building socialism in Vietnam.

On behalf of the Party and State of Vietnam, President Tran Dai Quang invited President Raul Castro to pay an official visit to the Socialist Republic of Vietnam. President Raul Castro accepted the invitation with pleasure and the visit will be arranged through diplomatic channel.
