At the meeting, Prime Minister Nguyen Xuan Phuc underlined Vietnam's seven recommendations including the application of the “one-stop-shop” customs model, establishment of regular mechanism for dialogue with enterprises, increase of vocational training scholarships and urged Laos and Cambodia to join the Convention on the Protection and Use of Transboundary Watercourses and International Lakes and tourism investment promotion.

The Prime Minister said Viettel Telecom Group will invest in modernizing the telecom network of the three countries using the 4G technology, and help with formation of e-Governments for the three countries with the same rates applied for Vietnamese subscribers at home.

In response to suggestions by Prime Minister Nguyen Xuan Phuc, Cambodian Prime Minister Hun Sen also proposed Viettel to assist in setting up video conference systems among the Prime Ministers and agencies of the three countries to strengthen exchanges and cut costs. In fact, thanks to great effort and proper orientation, over the past years, Viettel has helped change the telecommunications industry in Cambodia and Laos and is currently the number one network in these two countries.

For Cambodia's telecommunications industry, network Metfone (Viettel brand in Cambodia) has made major contributions. For the first time, the mobile network reaches remote areas with nearly 9,000 stations (2G, 3G, 4G) and more than 20,000km fiber optic cable (covering 100% of districts and 95% of communes), while the 2nd network has 5,000km of optic fiber cable.

In Laos, the Unitel network (the brand of the venture between Viettel and partners) has built leading mobile network reaching difficult terrain areas with more than 4,000 stations (2G, 3G and 4G) and 23.000km of optic fiber cable. On an average, for each 1 million people, there are 6.600km of optic fiber cable (6.6 times the higher than the world average density), and 950 stations transmitting stations (5 times higher than the world average density).

After the meeting, Prime Minister Nguyen Xuan Phuc, Cambodian Prime Minister Samdech Hun Sen and Lao Prime Minister Thongloun Sisoulith announced the results of the ninth Summit of the Cambodia-Laos-Vietnam Development Triangle Area (CLV 9) at a joint press conference and witnessed the signing of the Agreement to promote and facilitate trade in the Cambodia-Laos-Vietnam Development Triangle Area and agreed to hold the CLV 10 in Vietnam in 2018.

Prime Minister Nguyen Xuan Phuc also urged the Government of Cambodia, Prime Minister Hun Sen to continue to create favorable conditions for Cambodians of Vietnamese origin to stabilize their legal and economic life, and contribute to socio-economic development of Cambodia.

At the meeting with Lao Prime Minister Thongloun Sisoulith, the two leaders highly appreciated the significance of the official friendship visit to Laos by Party General Secretary Nguyen Phu Trong on 24-26 November, bringing the Vietnam-Laos traditional friendship, special solidarity and comprehensive cooperation to a new height. The two sides agreed to successfully implement the Agreement on Cooperation Plan between the two governments in 2016 to facilitate the implementation of the Vietnam-Laos Cooperation Agreement during the 2016-2020 period.

On this occasion, Prime Minister Nguyen Xuan Phuc had a meeting with representatives of overseas Vietnamese in Siem Reap. The Prime Minister presented five tons of rice to poor overseas Vietnamese in Siem Reap.
