The National Election Council held a National Conference on 18 July to sum up the election returns to the 14th National Assembly and the People's Councils at all levels for the 2016-2021 term.
Attending the meeting were Party General Secretary Nguyen Phu Trong, President Tran Dai Quang, Chairwoman of the National Assembly, Chairwoman of the National Election Council Nguyen Thi Kim Ngan, former Chairman of the National Assembly, former Chairman of the National Election Council Nguyen Sinh Hung, and Chairman of the Central Committee of the Vietnam Fatherland Front, and Vice President of the National Election Council Nguyen Thien Nhan. Also attending were Politburo members, Secretaries of the Party Central Committee, Deputy Prime Ministers, Deputy Chairmen of the National Assembly, Deputy Chairmen of the National Election Council, representatives of ministries, departments and central agencies, leaders of Election Boards, Election Committees, the Committee of the Vietnam Fatherland Front, the Interior Departments of 63 provinces and cities nationwide.
In her opening remarks, on behalf of the National Election Council, Chairwoman of the National Assembly, and Chairwoman of the National Election Council Nguyen Thi Kim Ngan emphasized that the success of the election is of very important significance for the successful implementation of the Resolution 12th National Party Congress, the Socio-economic Development Plans for the whole term and 2016. This is a prerequisite to continue to build, strengthen and complete the socialist law-governed State of Viet Nam of the people, by the people and for the people.
The National Assembly Chairwoman said that the elections took place at a time when there are both opportunities, advantages and difficulties and challenges in national and international situation. The Party and State maintained that this was a big political event, and a key task of the country in 2016.
People and voters nationwide energetically and actively went to the poll to elect people exemplary in virtues and talents, worthy of representing the will, aspirations and mastery of the people to exercise the state power in the National Assembly and the People's Councils at all levels for the 2016-2021 term.
Deputy Chairwoman of the National Assembly, Permanent Deputy Chairwoman of the Council of the National Election Tong Thi Phong made a brief report on the returns of the elections of deputies to the 14th National Assembly and the People's Councils at all levels for the 2016-2021 term, confirming that the elections took place successfully in an atmosphere of democracy, equality, law observance, safety, thrift, and actually was a Festival of the people. The election was a widespread political event in the entire Party, among the people and armed forces, attracting the participation of the majority of the people from the preparation phase until the days of the election and helped promote democracy, openness and transparency in every step of implementation.
The election results fundamentally met planned objectives, ensuring components, structures, women representation, ethnic minorities, and young people. Deputies have higher post-graduate qualification and quality than the previous legislature, basically reflecting broad representation of people of all strata. This will be the foundation for building capable representative institutions with quality and efficiency.
There were 67,485,482 voters of which 67,049,091 cast their votes, reaching 99.35%. The total number of deputies elected in the election day of 22 May, 2016 and in Can Tho on 29 May, 2016 were 496 (4 deputies less than the total number of deputies to be elected). Of them 182 (36.70%) nominated by central organizations and agencies; and 312 (62.90%) nominated by local organizations and agencies. The structure is as follows: 86 deputies (17.30%) are ethnic minority people; 133 (26.80%) are women; 21 (4.20%) are non-party members; 71 (14.30%) are young people (under 40 years old); 160 (32.30%) are reelected; 317 (63.90%) are first time deputies; 2 (0.4%) are self-nominated. On education level: 310 (62.50%) hold post-graduate degrees; 180 (36.30%) are university graduates; and 6 (1.20%) are under-graduates.
On the election to the People's Councils at all levels, the number of deputies at each level are as follows: At provincial level: 3,908 deputies (8 deputies less than the planned number of deputies of 3,916). At district level: 25,181 deputies (77 less than the planned number of 25,258 persons). At commune level: 292,306 deputies (5,671 less than the planned number of 297,977).
Additional elections: two electoral units in Can Tho city held elections to elect 2 more deputies. No more election at Provincial People's Council. Three electoral units at district levels in three provinces and 642 constituencies of 538 communes belonging to 33 provinces and cities elected 1,285 more deputies to commune-level People's Councils.
On reelection: One balloting area had to cancel the returns of the election to 14th National Assembly and People's Councils at all 3 levels for 2016-2021 term; One balloting area for election of deputies to communal People’s Council had to cancel the returns of the election to communal People's Council and conducted re-election on 5 June 2015.
The report said the National Election Council, the Election Commissions at all levels completed issuing certificates to the deputies elected to the 14th National Assembly, and People's Councils at all levels for the 2016-2021 term. The National Election Council were cautious in reviewing and certifying the deputies and cast their votes. The result was two elected deputies were not certified. Thus, 494 elected deputies were accredited as deputies to the 14th National Assembly.
About deputies to People's Councils at all levels, the country boasts 3,907 certified deputies to Provincial People's Councils, 25,180 certified deputies to District People's Councils, 292,305 certified deputies to Communal People's Councils for the 2016-2021 term.
Besides achievements, there remain some constraints. The number of elected deputies fells short of the target of 500 set out by the Standing Committee of the National Assembly. There were cases after the election when the elected deputies were not certified. There were typo mistakes in ballots that led to cancelation of election returns and reelection, errors in issuance and collection of the number of ballots, and stamps on ballots. Some people cast ballots for others.
Speaking at the meeting, Party General Secretary Nguyen Phu Trong affirmed that the success of the election once again confirmed the political awareness, sense of responsibility and patriotism of our people, and confidence of the people in the leadership of the Party, the management and administration of the State, asserted ownership of the people and the spirit of national unity.
In particular, the personnel work was well carried out, ensuring democracy and the Party’s centralized leadership in the work of Party cadres, basically nominated eligible deputies with ethic and talents, worthy as representatives to the will and aspirations, and mastery of the people.
On behalf of the Party Central Committee, the Politburo and the Secretariat, General Secretary Nguyen Phu Trong commended, congratulated and thanked all voters, Party committees, governments, and the Front, agencies and organizations concerned for their good preparations and successful organization of the election of deputies of the 14th National Assembly deputies and People's Councils at all levels for the 2016-2021 term.
Party General Secretary Nguyen Phu Trong stated, besides good results, tasks set out in the near future are quite heavy and require the National Assembly and the People's Councils at all levels to continue renovating and enhancing their quality and efficiency. Each deputy of the National Assembly and the People's Councils at all levels should make efforts to promote their role, and responsibilities to fulfill their tasks prescribed by law.
