At the invitation of Prime Minister of the Government of the Socialist Republic of Viet Nam Nguyen Xuan Phuc, Prime Minister of the Republic of Slovakia Robert Fico paid an official visit to Viet Nam from 16 to 19 July 2016.
During the visit, Slovakian Prime Minister Robert Fico held talks with Prime Minister Nguyen Xuan Phuc, met with General Secretary of the Communist Party of Viet Nam Nguyen Phu Trong, State President Tran Dai Quang and Chairwoman of the National Assembly Nguyen Thi Kim Ngan. He attended Viet Nam-Slovakia Business Forum, met with Viet Nam-Slovakia Friendship Association and visited the city of Da Nang. The Slovakian Prime Minister laid wreath at the Monument of War Martyrs and paid a floral tribute to President Ho Chi Minh in his mausoleum.
Bilateral meetings took place in an atmosphere of friendship and mutual understanding. The two sides informed each other of the political, socio-economic situation and priorities in foreign policy and foreign economic relations of each country. They exchanged views on specific measures to promote bilateral ties, and discussed international and regional issues of mutual concern.
The two sides spoke highly of the positive developments of the traditional friendship and multifaceted cooperation between Viet Nam and Slovakia during the past 66 years, welcomed the maintenance and strengthening of political dialogue as well as exchange of high-level delegations between ministries, sectors and localities of the two countries. They expressed political will to facilitate strengthening of bilateral cooperation in the fields of mutual concern and benefit.
The two sides agreed to strengthen exchanges and mutually support each other in international and regional issues of mutual concern, cooperate in response to global issues such as climate change and water security, including cooperation in Mekong-Danube water resource management, pledged closer cooperation in the UN and Asia-Europe Cooperation Meeting (ASEM), and considered mutual support to each other’s nominations of candidates to international organizations and forums. The two sides committed to maintaining peace and promoting maritime security and freedom of navigation, and aviation and legitimate trade in the East Sea. The two leaders agreed to address disputes in the waters through peaceful measures and in line with international law, the UN Charter and the 1982 UN Convention on the Law of the Sea, and seriously observe the Declaration on the Conduct of Parties in the East Sea (DOC) towards the early formation of a Code of Conduct in the East Sea (COC).
At the talks with Slovakian Prime Minister Robert Fico on 18 July, after a solemn welcoming ceremony at the Presidential Palace, Prime Minister Nguyen Xuan Phuc expressed his belief that Prime Minister Robert Fico’s visit would create a momentum to deepen the time-honored friendship and cooperation between the two countries in an effective and pragmatic fashion in the new period. Prime Minister Nguyen Xuan Phuc affirmed that Viet Nam always attaches importance to strengthening and developing relations with traditional allies and friends, including Slovakia.
While hailing the achievements of the Government and people of Slovakia in socio-economic development and European integration, Prime Minister Nguyen Xuan Phuc congratulated Prime Minister Fico and the Slovakian Government on Slovakia’s assumption of the EU’s rotating presidency, and expressed his belief that the country would perform this post well in the face of the challenges facing the Union.
Prime Minister Robert Fico expressed his sincere thanks for the warm welcome given by Viet Nam to him and the delegation of the Republic of Slovakia. Appreciating the achievements of the people of Viet Nam in the renewal process, as well as Viet Nam’s role and position in the international arena, Prime Minister Robert Fico said Slovakia always considered Việt Nam a friendly and long-standing partner, and wished to beef up ties with the Southeast Asian country in all fields.
Prime Minister Nguyen Xuan Phuc and Prime Minister Robert Fico expressed satisfaction at the positive developments in the relationship between Viet Nam and Slovakia in the past time, especially good political and external relations and effective cooperation in international arena, contributing positively to the development of each country.
The Prime Minister highly appreciated the role of the Viet Nam-Slovakia Intergovernmental Committee of on economic cooperation, and recognized the potential and great opportunities for cooperation between the two countries. The two sides agreed to instruct ministries and agencies to prepare for the 2nd Session of the Committee expected to take place in the first half of 2017 in Bratislava (Slovakia). Additionally, both sides were unanimous about the need to foster cooperation in the field of education and training, culture, tourism, law, and science and technology.
Prime Minister Nguyen Xuan Phuc expressed thanks to the Government of Slovakia for creating favorable conditions for Vietnamese community living, working and doing business in Slovakia. Prime Minister Robert Fico said he would continue to create favorable conditions for the Vietnamese community in Slovakia to stabilize their lives and integrate into the host country.
Prime Minister Nguyen Xuan Phuc and Slovakian Prime Minister expressed satisfaction on the close coordination and effectiveness between the two countries in international fora. Prime Minister Robert Fico said that Slovakia supports the strengthening of relations between Viet Nam and the EU, signing and ratifying Viet Nam-EU Free Trade Agreement (EVFTA) and will boost for the EU's early recognition of market economy of Viet Nam.
Prime Minister Robert Fico invited Prime Minister Phuc to pay an official visit to Slovakia and the Vietnamese Prime Minister accepted the invitation with pleasure.
At the meeting with Slovakian Prime Minister Robert Fico at the Presidential Place on 18 July, President Tran Dai Quang highly appreciated the results of the talks between the Prime Ministers of the two countries, and compared note with Prime Minister Robert Fico on economic relations, trade and bilateral investment. President Tran Dai Quang stressed that Slovakia is one of the leading Central and Eastern Europe trading partners, and largest investors in Viet Nam. Therefore, Viet Nam wants Slovakia to create more favorable conditions for Viet Nam’s goods in foreign markets, especially agricultural, forestry and aquatic products, textiles, footwear. At the same time, Viet Nam is ready to create favorable conditions for goods of Slovakia to enter Viet Nam’s market. The President asserted, while following the foreign policy of multilateralisation and diversification of international relations, Viet Nam has always attached importance to strengthening and development of relations with Slovakia and the traditional countries in the Central and Eastern Europe.
On this occasion, through Prime Minister Robert, President Tran Dai Quang extended his greetings and cordially invited Slovakia President Andrej Kiska to pay an official visit to Viet Nam at an appropriate time.
Expressing his pleasure to visit Viet Nam, Prime Minister Robert Fico said that the visit and the meetings of senior leaders Slovakia and Viet Nam were the driving force for further development of economic cooperation, trade and investment between the two countries on par with potential and desire of each country. One of the motivations is the signing of a handful of important agreements between the two countries during this visit. Prime Minister Robert Fico stressed, in the last 8 years, two-way trade turnover between Slovakia and Viet Nam has increased 15 times but still quite small compared to the huge potential, and the traditional cooperation between the two countries. Therefore, given the importance of economic, trade and investment cooperation, the Government of Slovakia will hold a special session to discuss economic cooperation between Slovakia and Viet Nam.
At the Party Central Headquarters on the same day, Party General Secretary Nguyen Phu Trong met and exchanged views with Prime Minister Robert Fico. Party General Secretary Nguyen Phu Trong briefed the guest of recent situation in Viet Nam, expressed thanks the valuable and effective support for the people of Viet Nam by Slovakia in the cause of national construction and defense. The Party General Secretary appreciated the achievements of Slovakia in the process of integration and development of the country and expressed his belief that, in Slovakia’s assumption of the EU rotating presidency from January 7 2016 will have positive impact on EU and Viet Nam relations.
Prime Minister Robert Fico informed the Party General Secretary of major developments in Europe and the recent situation of Slovakia and the good results of the talks, and meetings with the leaders of Viet Nam. Prime Minister Robert Fico stressed that Slovakia attaches great importance to strengthening and developing the friendly relations and traditional cooperation with Viet Nam, including public, Party and people-to-people relations as well as cooperation between localities. He affirmed that Slovakia will exert its efforts to accelerate the implementation of the cooperation agreements signed between the two countries in all fields to make substantive changes in bilateral relations. At the same time, as the rotating President of the EU from 1 July 2016, Slovakia will do all it can to promote relations between the EU and Viet Nam, closely cooperates with Viet Nam in international forums to strive for peace, stability and respect for international law.
Welcoming Prime Minister Robert Fico Slovakia at the Parliament House on the same day, National Assembly Chairwoman Nguyen Thi Kim Ngan shared informed the guest of the focus of the first session of the 14th National Assembly, as well as the early years of the National Assembly tenure. The National Assembly of Viet Nam will focus on building complete legal system in the country amid its deeper international integration, and participation in many free trade agreements of the new generation.
Highly valuing achievement made by Viet Nam during the renewal process, especially in economic development, Prime Minister Robert Fico expressed his impression of the remarkable changes in socio-economic development since his first visit to Viet Nam in 2008.
Maintaining that Viet Nam’s National Assembly has a very important role in building the legal system, Prime Minister Robert Fico expressed his wish that in the future the two sides will set up a mechanism of visit exchanges, including for parliamentarians, and the committees of Parliaments of the two countries in order to strengthen cooperation and exchange of issues of mutual concern and share experiences on legislation, and oversight.
Prime Minister Robert Fico wrapped up his official visit to Viet Nam on 19 July, contributing to boosting the traditional relations of friendship and multifaceted cooperation between Viet Nam and Slovakia in the near future.
