Bringing the relationship of traditional friendship, and comprehensive cooperation with Cambodia to a new height

This was the first foreign activity of comrade Tran Dai Quang in his capacity as President. The results achieved during the visit are of great significance to the relations between Viet Nam and Cambodia. The visit took place at a time when Viet Nam and Cambodia are preparing to commemorate the 50th anniversary of the establishment of bilateral diplomatic relations (24 June 1967-24 June 2017).

In Phnom Penh, President Tran Dai Quang met with King Norodom Sihamoni, President of the Senate Say Chhum, National Assembly Chairman Heng Samrin, and Prime Minister Hun Sen, visited the Great Patriarch Tep Vong and Bu Kry, laid wreaths at the Independence Monument, Monument of King Norodom Sihanouk and Viet Nam-Cambodia Friendship Monument, meet and talked with to staff of the Vietnamese embassy and overseas Vietnamese and business community in Cambodia.

Through exchanges, leaders of the two countries reached agreement on lines and orientation to continue developing the comprehensive cooperation between Viet Nam and Cambodia. Cambodian leaders affirmed to always consider Viet Nam the most important, traditional and special partners, and special relationship built by blood and sweat of the two peoples.

The Cambodian King and leaders stressed if there was not 7 January 1979 Cambodia does not have today; Cambodia will always remember the assistance of the Vietnamese voluntary soldiers to liberate Cambodian people from the genocidal Khmer Rouge regime in 1979 and always consider Viet Nam’s sacrifice for Cambodian people is the invaluable merit.

President Tran Dai Quang and Cambodian leaders agreed to educate the young generations to inherit and promote the traditional friendship and solidarity. Prime Minister Hun Sen suggested the two Ministries of Foreign of Viet Nam and Cambodia act as the focal point for organizing the 50th anniversary of the establishment of diplomatic relations between the two countries.

Beside reviewing great political and diplomatic achievements, economy was also a topic of discussion between the President and leaders of Cambodia. Cambodia leaders appreciated the efficiency of Viet Nam’s investment in Cambodia, saying it has contributed to Cambodia's growth, job creation, hunger eradication, poverty reduction and improving people's lives. However, both sides recognized the need to have policies and mechanisms accordingly, and bilateral discussion to create more liberal legal framework for investment. On trade, Cambodia maintained that there is huge potential. Efforts must be made to increase two-way trade turnover to US$ 5 billion. The two sides agreed on transport connectivity in particular and Cambodia-Viet Nam economic connectivity and bilateral economic connectivity within the framework of the Cambodia-Laos-Viet Nam (CLV) Development Triangle, cooperation among Cambodia-Laos-Myanmar-Viet Nam (CLMV). Both sides agreed to effectively implement the results of the 14th meeting of the Viet Nam-Cambodia Joint Commission and the 8th Conference on Cooperation of the border provinces.

On education, social, and cultural aspects, Cambodia highly valued Viet Nam’s assistance in training human resources to serve socio-economic development.

On “hot” issues in the region, Cambodia maintained to encourage the resolution of disputes by peaceful means, including the negotiation and consultation, self-restraint, renunciation of the use or threat to use force, in line with the principles recognized by international law including the 1982 UN Convention on the Law of the Sea (UNCLOS). The two sides committed to continue to work closely together and with other member states of the international Mekong River Commission to ensure the management and sustainable use of Mekong River water resources.

Also during the visit, the President met with the Vietnamese business community and community living and working in Cambodia, encouraged and listened to their recommendations and suggestions. Overseas Vietnamese and investors were very glad to receive the Party, the State’s attention and promised to continue efforts to expand businesses, and do business effectively.

Results achieved during the visit of President Tran Dai Quang to Cambodia are very important and comprehensive, creating a solid base to bring the relationship of good neighborliness, traditional friendship, comprehensive cooperation, sustainability with Cambodia to a new level.
