The 11 session of the National Assembly, 13th Legislature: Completing the state apparatus

Constitutional and legislative achievements

Referring to achievements of 13th National Assembly, it is certain that the greatest one with greatest imprint is the making of constitution and law-the primary key task of the National Assembly. During its 5 years, the 13th National Assembly exerted outstanding efforts in building and enacting 107 laws and codes, (the 12th National Assembly passed 53 laws, the 11th National Assembly passed 84 laws and codes; the 10th National Assembly passed 67 laws, and codes).

Most prominent is the 2013 Constitution which was built through a process of the largest ever scale in the constitutional history of the country with over 26 million opinions from the people to the Draft amendments to the Constitution. More than 28,000 conferences, workshops and seminars on the Draft in the country and abroad were organized.

Progressive and renovation ideas in the 2013 Constitution were assessed by voters and international legal experts as very strong in service of the country, people, inheriting achievements of the previous 4 Constitutions for more than 70 years of national construction.

The 2013 Constitution stipulates clearly the Party must closely connect with the people, under the supervision of the people and serve the people. In particular, the Constitution specifies the responsibility of the State to respect, ensure and protect human rights and the rights of citizens. The Constitution also affirms the responsibility of all citizens to defend the country; the armed forces must be loyal to the Party, the country, and the people. These are renewed stipulations to maintain political and economic stability, and develop country.

Making law for people's livelihood

During the 13th Legislature, the National Assembly inherited and continued to make improvements, and renovation in oversight through hearings at the National Assembly sessions, attracting special attention of voters. And for the first time, the National Assembly undertook “hearings of the whole term” for the heads of state agencies in the implementation of the resolutions of the National Assembly.

During this term, the 13th National Assembly twice, on behalf of the people throughout the country, carried out the supreme oversight in assessing the credibility of the key leadership positions of the state apparatus. The results of the votes of confidence urged those elected or ratified by the National Assembly to constantly strive, build capacity, enhance their performance, and create visible changes in a number of sectors and fields.

Closely associated with voters and people, listening to their thoughts and aspirations, the National Assembly deputies generated the strength for the National Assembly, ensuring that the National Assembly closely follow of the economic life of society, making correct, practical, and relevant laws.

While making law, the National Assembly showed its respect for people and reality which was a prominent feature of this term. Each statement of deputies at the National Assembly sessions breathed “heat” in to daily life, expressing the will, desire and aspirations of the people, focusing discussion on people's interests and making decisions on important issues of the country.

So, the National Assembly proved to be more efficient in deciding important issues of the country, meeting demands of social life for the benefit of the country in accordance with the will and aspirations of the people, contributing to macroeconomic stability, bringing the economy out of difficulties, accelerating growth, promoting transition of the growth model, restructuring the economy, ensuring social security, improving people’s life, and ensuring national defense and security, social law and order.

Completing key positions of the state apparatus

A distinctive feature of the 13th National Assembly was the election of key positions of the State apparatus at its final session. The National Assembly elected the Chairwoman of the National Assembly, Chairman of the National Election Council, the State President, the Prime Minister, two Vice Chairmen of the National Assembly, 7 members of Standing Committee of the National Assembly, the State Vice President, the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy, the Chairman of the Nationalities Council, the Chairpersons of the National Assembly's five committees, the State Auditor General, and ratified the appointment of 3 Deputy Prime Ministers, 18 ministers and other members of the Government.

The National Assembly voted in favor of the three key positions of Chairman of the National Assembly, the State President and the Prime Minister with very high concentration of vote, expressing confidence and expectations of deputies.

Not only the National Assembly deputies but voters nationwide place their trust and expectations on elected people and expect that the National Assembly and the Government will make more decisions directly relating to life such as the protection of sovereignty, territory and the fight against corruption, ensuring social security. The results of the personnel work will create new motive force and momentum to the whole Party and people to successfully implement the Resolution of the 12th Party Congress.

Looking back at the 5-year term which left deep imprint on deputies and voters nationwide, the 13th National Assembly upheld the spirit of unity, renovation, real democracy, openness and transparency in its organization and operation. For the National Assembly, unity, renovation, wisdom and responsibility are regular and continuous requirements and the driving force to create strength, dynamism and creativity to meet requirements and tasks.
