The Boao Forum for Asia Annual Conference 2016 : “New Future of Asia”

Amid complicated development and slim possibility of recovery of the world economy, the BFA 2016 was seen as an opportunity for parties to discuss new ways to manage global economic and financial institutions, reorienting new development for the region and the world, and further promoting the “locomotive” role of Asia to push the world economy forward. The forum attracted the participation of more than 2,000 delegates, including leaders of many countries in the region and beyond, international reputable scholars, businesses and the media.

Established in 2001 with the aim of promoting the development of Asian countries through enhanced regional economic integration and trade and investment, the BFA has become an important forum for dialogue among the leaders, think tanks and businesses in different fields of Asian countries. During the 4 working days, the 2016 BFA engaged in 83 discussions, including 51 forums, 14 roundtables, and 6 specific topic discussions, 12 dialogues with startup entrepreneurs, focusing on problems of concern, such as macroeconomy, startup, creativity, science - technology, and the internet.

The Forum heard statements by the Prime Ministers of Cambodia, Laos, Lithuania, Nepal, Thailand and other leaders of several countries in the region and beyond. Participants to a workshop discussed various aspects of the economic situation in the world and Asia, focusing on the role and development potential of Asia, the need to strengthen cooperation to uphold peace and stability in the region, the importance of structural reforms, application of new technologies and promote regional integration to create new dynamics for development.

Eight years after the international financial crisis struck, the ripples of its implication are still being felt around the world. Emerging economies are performing unevenly in post-crisis period, while developed economies are experiencing slow recovery. At the opening session of the forum, Chinese Premier Li Keqiang said that countries in the region are under pressure from external weakening economies, as well as development imbalances, therefore, countries need to coordinate efforts to promote cooperation and development in the region.

As one of the founding members of the forum, Viet Nam has many times attended the BFA Annual Conferences at Government level and has made contributions to the forums. The 2016 BFA again was an opportunity for Viet Nam to continue enhancing its role in the region, learn, discuss and share ideas with world and regional leaders on changes in economy, healthcare, finance, education, environment, science - technology, contributing to popularize the image of a dynamic, potential, and renewed Viet Nam with strong efforts to integrate into the regional and world economy.

Speaking at the opening session of the 2016 BFA, Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh said Asia has many opportunities to continue to rise up, but also faces many challenges. He stated Asia should take innovation and creativity as a key driving force for sustainable growth. It is appropriate for Asian economies to push for reform, economic restructuring, development of science - technology and high-quality human resources to build innovative economy. The Deputy Prime Minister said that Asian countries should take advantage of new dynamics and space through enhanced regional economic linkage in the framework of bilateral and sub-regional cooperation, the ASEAN Community, and RCEP.

Besides, Deputy Prime Minister Pham Binh Minh stressed the importance of strengthening cooperation for sustainable development, especially cooperation to cope with challenges of climate change, food, energy and water security, maintaining that this is an urgent requirement and also an important driving force to promote sustainable development of each country and of the whole region.

According to Deputy Prime Minister Pham Binh Minh, strengthening peaceful environment and stability is an indispensable prerequisite for the development of Asia; all disagreements and disputes should be resolved by peaceful means in line with international law. The Deputy Prime Minister also affirmed that Viet Nam always strives to cooperate with countries in the spirit of partnership, respect, and mutual trust and shared responsibility in the common issues of the world and the region.

The 2016 BFA ended with several new proposals, and initiatives to promote regional cooperation, seek new growth engines for the global economy, promote the development of enterprises in the era of full globalization. The 2016 BFA brought about hope for a new vision in the future of Asia with a commitment among countries to strengthen friendly and cooperative relations, economic growth, regional integration, connection of production capacity, with focus on developing an open and inclusive economy, and encouraging innovation and creativity in order to foster new development dynamics.
