Viet Nam has actively contributed to promoting ASEAN-US cooperation

A new milestone in the ASEAN-US strategic partnership

At the meeting, Prime Minister Nguyen Tan Dung, ASEAN leaders and US President Barack Obama attended the discussion on the theme: Promoting regional prosperity towards entrepreneurship and innovation, Safeguarding peace, prosperity and security in the Asia-Pacific region; Regional Strategic Perspective.

Also during his time in the United States, Prime Minister Nguyen Tan Dung had a meeting with US President Barack Obama, bilateral meetings with President of the Republic of Indonesia Joko Widodo, Prime Minister of Thailand Prayuth Chan-ocha, together with the ASEAN and the United States leaders met and discussed with representatives of leading US corporations, such as IBM, Microsoft, Cisco in order to make recommendations and identify measures to promote the digital economy and cooperation and support of the US companies for information technology businesses of the ASEAN countries.

Chairing the conference, President Barack Obama congratulated the formation of the ASEAN Community, confirming that the US attaches importance to relations with ASEAN and supports ASEAN's central role in the forming regional structures. President B. Obama expressed the desire to together with the ASEAN countries continue to push ahead economic and trade relations.

Effective implementation of the program of cooperation between ASEAN and the United States

In his speech at the discussion on the topic "Promoting regional prosperity towards entrepreneurship and innovation," Prime Minister Nguyen Tan Dung stressed that an active and responsible member of ASEAN, Viet Nam has exerted its efforts to contribute to the ASEAN Community and the prosperity in the region.

After 30 years of implementing the renewal process, Viet Nam has gained important achievements in socio-economic development, ensuring that economic growth goes hand in hand with progress and social justice.

In the coming period, Viet Nam will promote comprehensive and synchronous renovation, and actively implement the policy of extensive international integration and participation in economic linkage in many different levels, including key entities namely the ASEAN Economic Community (AEC), the Asia-Pacific Economic Cooperation (APEC), the Agreement on the Trans-Pacific Partnership (TPP) and the Regional Comprehensive Economic Partnership (RCEP).

Emphasizing the strategic importance of ASEAN-United States relations to regional peace, stability and development, Prime Minister Nguyen Tan Dung urged the two sides to effectively implement the agreed-upon cooperation programs, especially the ASEAN-US Plan of Action in the period 2016-2020, increase activities to promote co-operation and investment, and share start-up experience, knowledge and technology between ASEAN and US enterprises. He called for US efforts to assist ASEAN in building a business environment conducive to innovative, dynamic and sustainable development.

PM Dung suggested that the two sides consider the possibility of establishing an ASEAN-US Centre of Entrepreneurship and SMEs Development Support, which could be located in Viet Nam.

The East Sea continues to be a "hot" issue

In the discussion on the topic "Protection of peace, prosperity and security in the Asia-Pacific region", as well as in the discussion on the topic "Regional Strategic Perspectives", the leaders maintained that the complicated developments in the region have affected each country.

Recent tensions in the East Sea, the Korean Peninsula, and the terrorist attack in Jakarta, network security issues, transnational crime and climate change are matters of concern which were shared at the conference. In this context, countries have stressed the importance of the ASEAN-US Strategic Partnership, especially in promoting regional prosperity and addressing transnational challenges.

The ASEAN and the United States leaders have unanimously adopted a Joint Statement, which confirms the key principles that will guide the ASEAN-US cooperation going forward. The statement emphasized ASEAN and the United States will continue to uphold the basic principles and purposes of international law, the UN Charter and the ASEAN Charter, adhere to a rules-based regional and international order, commit to resolve disputes by peaceful means without resorting to threats or use of force, as well as non-militarization, self-restraint, ensure maritime security, safety and overflight in line with accordance with widely recognized principles of international law, including the Convention of the United Nations Law of the Sea 1982 (UNCLOS 1982).

Prime Minister Nguyen Tan Dung has shared deep concerns about the recent complicated developments in the East Sea, especially those actions that change the status quo, increase militarization, and threaten peace, stability, security, maritime safety and aviation in the region.

Prime Minister Nguyen Tan Dung stressed that nations should prioritize strategies to build trust, increase dialogue and cooperation, promote compliance with international law, particularly the 1982 Convention on the Law of the Sea, promote the role of multilateral institutions, and support ASEAN's leading role in maintaining peace and security environment in the region.

Emphasizing the strategic significance of the ASEAN-US relations, Prime Minister Nguyen Tan Dung welcomed the positive and constructive support of the United States and its partners in general for ASEAN's stance on handling the regional security problem, including the East Sea issue.

The Prime Minister positively assessed the progress and significant results achieved in ASEAN-US partnership over the past years and urged the two sides to coordinate effectively to implement the ASEAN-US Plan of Action in the period of 2016-2020, contributing to the ASEAN-US relations in the future.

Prime Minister Nguyen Tan Dung’s statement and proposals were recognized and appreciated by leaders at the conference.

The participation in the Special Leaders Summit of ASEAN by Prime Minister Nguyen Tan Dung and the Vietnamese delegation reaffirms a proactive, active and responsible role of Viet Nam in ASEAN and affirms the Viet Nam's efforts to help make the ASEAN-US Strategic Partnership substantive and effective, enlist the cooperation and support of the United States in the fields that ASEAN and Viet Nam have benefits such as economic linkage, science-technology, education-training, people-to-people exchange and cooperation, settlement of transnational challenges, promote commitment to and support of the United States to ASEAN in capacity building, expand relationships with partners and play a central role in regional architecture as well as in the maintenance of peace and security area.

Besides, in terms of bilateral relations, at a meeting that lasted nearly 40 minutes between Prime Minister Nguyen Tan Dung and US President Barack Obama, the two leaders exchanged views on the important areas of cooperation and international issues of mutual interest, confirming goodwill and joint efforts in strengthening trust, mutual understanding and deepening the substantive and comprehensive relationship between the US and Viet Nam in different fields.
