Celebrating 70th anniversary of the Viet Nam National Assembly

Chairman of the National Assembly of the People's Democratic Republic of Laos Pany Yathotu; President of National Assembly of Cambodia Heng Samrin; representatives of diplomatic corps and representatives of international organizations in Ha Noi were also present, congratulating the National Assembly and the people of Viet Nam.

In his speech at the ceremony, Party General Secretary Nguyen Phu Trong stated 70 years ago, on 6 January 1946, only 5 months after the country became independence, responding to the appeal of President Ho Chi Minh, with ardent patriotism and heroic spirit of the August Revolution, all Vietnamese citizens aged 18 and above in all parts of the country, irrespective of sex, rich or poor, ethnic, religion, political opinion eagerly participated in the first general elections to the National Assembly following democratic, direct and secret vote principles, despite wanton destruction of invaders and opposing forces.

This event was a brilliant success, marking a great advance for democracy, and ushering in a new period of development of Viet Nam. For the first time in history, the people of Viet Nam from slavery have become citizens of a free and independent country. They have exercised their self-determination and their own choice, and built a democratic republic regime; Viet Nam not only becomes an independent state but also represents the will, aspirations and the right to be master of the people, on behalf of the people to make important decisions of the country.

The victory of the general election on 6 January 1946 is the victory of patriotism, tradition of maintaining independence and freedom of the nation, the victory of the first democratic republic regime in Viet Nam, the victory of the correct and creative revolutionary lines of the Communist Party of Viet Nam and President Ho Chi Minh.

Over the 70 years, with 13 active tenures, the National Assembly has been growing unceasingly, performing effectively the functions and powers prescribed by the Constitution and law. Generations of National Assembly deputies have lived up to and brought into full play their sense of responsibility, quality, intelligence, being worthy as representatives of the will and aspirations of the people; many deputies fought bravely and sacrificed their lives, contributing greatly to the struggle for national liberation, reunification, construction and defense.

The development of the National Assembly is an ongoing process of inheritance, innovation and improvement in terms of both organization and operations, meeting the tasks of each revolutionary period. As the highest representative body of the people, and the state power, the National Assembly is facing with heavy tasks in the coming period. Along with strengthening legislation making, meeting the requirements of socio-economic development, national defense, security and foreign affairs of the country, the National Assembly should continue to innovate, improve oversight focusing on big and urgent problems in socio-economic life, strengthen thematic, hearing at the National Assembly and the National Assembly offices and oversee the implementation of conclusions and recommendations after oversight closely link oversight of the National Assembly with supervision of Party and the Fatherland Front, socio-political organizations and the people.

At the same time, the National Assembly must continue to improve the quality of decisions on important issues of the country towards more substantive decisions, ensuring national interests, conforming to the will and aspirations of the people, especially decisions on socio-economic development plan, finance and state budget, the organizational structure of the State, projects and programs of national importance, promoting external activities, realizing the policy of proactive and active international integration, taking advantage of favorable conditions to implement more vigorous parliamentary diplomacy, contributing to the successful implementation of the open, diversified and multilateral foreign policy of the Party and State.

Speaking at the celebration, National Assembly Chairman Nguyen Sinh Hung stressed that through many ups and downs of history, under the leadership of the Communist Party of Viet Nam, the National Assembly has always associated with the people, infused with the strength of the people, accompanied the people in the struggle for independence, freedom and reunification as well as in national construction, defense and international integration.

The National Assembly Chairman maintained celebrating the 70th anniversary of the first general election, each of us has the right to boast of a glorious tradition and firmly believe in the National Assembly, the National Assembly agencies and individual deputy. This is an opportunity to look back at the historic stages of the National Assembly, inheriting and developing its values, continuing to innovate organization and operation of the National Assembly to meet the increasing requirements of the development of the country and the expectations of the people.

Representing the National Assembly deputies of different tenures, comrade Truong My Hoa, former Secretary of the Party Central Committee, former Vice President, former National Assembly deputy of the 9th, 10th and 11th tenures reviewed her work in the National Assembly with good memories: “With 15 years of working as a National Assembly deputy, fully aware of President Ho Chi Minh though and the Communist Party of Viet Nam “taking people as the root,” I consider listening and learning from people as the foundation of my work. This has helped me gain more knowledge, valuable experience. I’m also glad to know many deputies of the National Assembly are devoted, contributing their strength and their wisdom for the renovation of the National Assembly, for the development of the country and happiness of the people."

Representing young National Assembly deputies and the young generation in Viet Nam, comrade Nguyen Dac Vinh, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, deputy of the National Assembly, 13 tenure expressed deepest gratitude. He said that in the first general election on 6 January1946, many young people were elected by people as deputies of the National Assembly.

During the 70 years of development, over the past 13 tenures, attentions has been paid to select young representative to be elected to the National Assembly; the number and quality of young deputies have been gradually improving; The proportion of young deputies under 40 in the National Assembly reaches 15% averagely. In the 1st tenure, it was highest with 70.7%. For the young deputies, being members of the highest organ of power is a great honor and an opportunity to train themselves, but it requires high sense of responsibility of representatives of the people.
