Promoting political trust between Viet Nam and China

At the invitation of member of the Standing Committee of the Political Bureau, Chairman of the Standing Committee of the National People's Congress of China Zhang Dejiang, a high-level delegation of the Vietnamese National Assembly led by member of the Politburo of the Central Committee of the Communist Party, Chairman of the National Assembly of Viet Nam Nguyen Sinh Hung paid an official visit to the People's Republic of China from 23 to 27 December 2015. Following the official visit to China by Party General Secretary Nguyen Phu Trong in April 2015 and the State-level visit to Viet Nam by State President of China Xi Jinping in November 2015, the official friendship visit to China this time of National Assembly Chairman Nguyen Sinh Hung and the high-level delegation of the National Assembly of Viet Nam was to actualize high-level agreements reached by leaders of the two countries.

During the visit, National Assembly Chairman Nguyen Sinh Hung met with General Secretary of the Central Committee of the Communist Party of China (CPC) and Chinese President Xi Jinping; Chinese Political Consultative Conference Chairman Yu Zhengsheng, talks with member of the Standing Committee of the Political Bureau, Chairman of the Standing Committee of the National People's Congress of China Zhang Dejiang. National Assembly Chairman Nguyen Sinh Hung received the delegation of the Chinese People’s Association for Friendship with foreign countries, and visited and met with staff of the Vietnamese embassy in Beijing. During his visits to localities in China, National Assembly Chairman Nguyen Sinh Hung met Secretary of the Hunan provincial Party Committee and Chairman of the provincial People’s Congress Xu Shousheng, visited the Monument of Chairman Mao Zedong in Hunan province, received Chairman of the Standing Committee of the Guangdong provincial People's Congress Huang Longyun. During his visit, National Assembly Chairman Nguyen Sinh Hung and Chairman of the Standing Committee of the National People's Congress of China Zhang Dejiang discussed and exchanged extensively on measures to promote comprehensive cooperation between high-ranking leaders, committees and agencies of their legislative bodies. The two sides signed a cooperation agreement, opening up a new period of partnership between the two countries' legislative bodies.

Concerning the East Sea issue, National Assembly Chairman Nguyen Sinh Hung affirmed that the East Sea is a very critical issue in the relations of the two countries, relating to the sovereignty, sovereign rights, jurisdiction, core interests and emotion of the peoples of the two countries. Therefore, the settlement of the East Sea issue is of special important significance to the two Parties and the States of Viet Nam and China. National Assembly Chairman Nguyen Sinh Hung agreed with the view of the Chinese Party General Secretary and President Xi Jinping that there remain differences between the two sides which can not be resolved in a short period of time. It is important that both sides need to control and manage the situation, should recognize that the common interests of both sides greater than disagreements, for common interests of the two peoples and the basic desire of the two Parties and the State.

Chinese Party General Secretary and President Xi Jinping stressed that both sides have the experience and capacity to control and manage disagreements and can do these well given political will to striving for promotion of traditional friendship toward resolving disagreements between the two countries. Affirming that the sea issues are very important problems in the relations of the two countries, which reduce the mutual trust and create insecurity, in those discussions, the two sides embarked on very frank exchanges and agreed to strengthen exchanges and persist in consultations and better control of the situation, not to let complex issues occur, find long-term and basic solutions to resolve these issues in line with international law and ensure the common interests that are mutually acceptable.

This was the first visit to China by Chairman of the National Assembly of Viet Nam after 8 years (since 2007) and was the first visit to China by Mr. Nguyen Sinh Hung in his capacity as Chairman of the National Assembly, 13th Legislature. While Viet Nam and China relations have been positively developed, the visit contributes to actualize common agreements of leaders of the two Parties and the two countries on maintaining regular visits, and high level contacts. This was an opportunity for both sides to promote exchanges and cooperation between the two legislative bodies and exchange views on major issues in Viet Nam-China relations. Through the visit, Viet Nam confirms its foreign policy of independence, sovereignty, diversification and multilateralisation, consistantly attaching importance to developing good and substantive relations with China on the basis of mutual respect, equality for mutual benefits, maintaining high-level exchange of visits between the two Parties and countries, ensuring legitimate interests of Viet Nam in the East Sea in line with international law, good control of differences, and maintaining peace and stability in the East Sea for peace, stability, cooperation, and development in the region and the world.
