Philippine President paid an official visit to Vietnam

During his visit, the Philippine President held talks with President Tran Dai Quang, visited Party General Secretary Nguyen Phu Trong and had discussion with Prime Minister Nguyen Xuan Phuc. He also attended State dinner hosted by President Tran Dai Quang, received a Vietnamese business delegation and laid wreath at the Monument dedicated to fallen soldiers in Hanoi.

* On the morning of 29 September, President Tran Dai Quang held talks with President Duterte at the Presidential Palace on 29 September. President Tran Dai Quang highly appreciated the significance of President Duterte’s visit on the occasion of the 40th anniversary of the establishment of bilateral diplomatic relation. He expressed the belief that the visit will make an important contribution to consolidating and further promoting the strategic partnership between the two countries in the new stage. For his part, President Duterte expressed his joy at visiting Vietnam and his admiration at the achievements Vietnam has recorded in the cause of national construction and development.

The two presidents expressed their satisfaction at strong and effective development of the friendship and cooperative ties between the two countries over the past 40 years. The two countries have regularly exchanged high-level and other level visits, and maintained cooperative mechanisms in many fields. Increased marine cooperation has brought practical benefits to both countries. Relations in security, national defense, commerce, investment and culture and people exchanges continue to be expanded with two-way trade value reaching nearly US$ 3 billion in 2015. Many big Philippine investors are present in Vietnam. In 2016 the two countries hold many activities in celebration of the 40th anniversary of the establishment of their diplomatic relation . Worthy of note were two events: “Vietnamese Cultural Days in the Philippines” (July 2016) and “Philippine Cultural Days in Vietnam” (August 2016).

On orientations for future development of bilateral ties, the two Presidents agreed to further cooperate in political and diplomatic fields through increasing visit exchanges, promoting party, government, State, and parliament relations and people exchanges. They also agreed to effectively enhance existing bilateral cooperative mechanisms such as Bilateral Cooperation Committee at foreign ministerial level, Joint Committee on Sea and Ocean, Trade Sub-Committee, National Defense Policy Dialogue and Joint Working Group on Fisheries. The two sides were unanimous on continued coordination in organizing activities in celebration of the 40th anniversary of diplomatic relation in 2016.

The two leaders stressed the need to make further efforts in effectively taping their countries’ potentials. The Vietnamese President welcomed Philippine investors to invest in Vietnam in agriculture, food processing, and tourism services. He asked the Philippines to create favourable conditions for Vietnamese investors to operate in the Philippines in the fields of infrastructure, oil and gas exploration and exploitation, mining and services. The two Presidents also agreed to increase cooperation in rice trading, in which the Vietnamese President affirmed Vietnam’s continued stable and long-term rice supply to the Philippines.

The two leaders stated that bilateral cooperation in security and national defense is one of the important pillars of their countries’ strategic partnership. They agreed to continue effective cooperative mechanisms including policy dialogue at National Defense Deputy Ministerial level; promote training and research and experience sharing in joining the UN peace keeping force. The two Presidents also asked the security agencies of the two countries to share information and experiences and cooperate in the fight against all types of crimes, terrorism and high-tech crimes, drugs and human trafficking; and negotiate to soon sign an agreement on extradition and an agreement on handing over persons sentenced to imprisonment. They had an in-depth discussion in other fields of cooperation such as sea and ocean, agriculture, transport, culture, tourism, education and people’s exchanges. The Vietnamese President highly appreciated the Philippine Government’s humane treatment and active cooperation in settling the issue of fishermen and fishing boats in the past years. He asked the Philippines to consider releasing all Vietnamese fishermen under temporary detention.

In addition to bilateral cooperation, the two leaders focused their discussion on international and regional issues of common concern. They affirmed mutual support for accomplishing the role as host of ASEAN 2017 by the Philippines and host of APEC 2017 by Vietnam. They are also committed to continue coordination and efforts together with other ASEAN countries to successfully build the ASEAN Community, and promote the central role of ASEAN in regional structures.

On the East Sea, the two leaders were committed to maintain and promote peace, security, stability, safety and free navigation and aviation as well as trade without obstacles in the region, particularly in the East Sea. They called on parties to restrain, not to threaten to use force or use force; fully respect diplomatic and juridical procedures; resolve disputes by peaceful means on the basis of international laws, including the 1982 UN Convention on the Law of Sea (UNCLOS). They reaffirmed support for full and effective implementation of the Declaration on the Code of Conduct of Parties in the East Sea (DOC) and early cooperation to reach the Code of Conduct of Parties in the East Sea (COC).

*On the afternoon of 29 September, Prime Minister Nguyen Xuan Phuc held talks with Philippine President R. Duterte at the Government Palace. On behalf of the Vietnamese Government, the Prime Minister welcomed the official visit to Vietnam by President Duterte, considering it an important landmark on the occasion of the 40th anniversary of the establishment of diplomatic relation between the two countries. He stated that the two countries should strengthen cooperation in all fields with quality and effectiveness, particularly in national defense, security, trade and investment as well as cooperation in regional and international forums.

President Duterte shared Vietnam’s success in the struggle for national independence and admired Vietnam’s achievements in the cause of renovation and national construction, considering Vietnam as an example for the Philippines. He highly appreciated what Vietnam has reserved for the Philippines, particularly in rice supply, helping his country to get out of food shortages. He affirmed his country’s wish to sign more trade cooperation agreements with Vietnam and hoped that bilateral relation would be further developed, thus helping the two countries to become powerful in the region.

* On the same day, Pary General Secretary Nguyen Phu Trong received Philippine President Duterte. The Party General Secretary highly valued the results of talks between Vietnamese leaders and the Philippine President which aim to develop the strategic partnership between the two countries, suitable to the desire and interests of their people, contributing to peace, stability and cooperation in the region. He affirmed that Vietnam is ready to support and cooperate with the Philippines to play well the role of chairmanship of ASEAN 2017, contributing to building a strong, unified and developed ASEAN Community.

For his part, President Duterte stressed that the Philippines attached great importance to promoting cooperative ties with Vietnam in all fields. He said the two countries will effectively carry out the strategic partnership, develop and approve the Action Program 2017-2022, and effectively exploit the cooperative potentials of the two countries. He also affirmed that the Philippine people will always be good brothers and friends of the Vietnamese people.

The first visit to Vietnam by President Duterte concluded successfully. The visit, made during the celebration of the 40th anniversary of diplomatic relation between the two countries, marks encouraging results in bilateral cooperation and is an impetus to strongly develop the Vietnam-Philippine strategic partnership in the new stage.
