AIPA 37 is the first ASEAN Inter-Parliamentary General Assembly held since the official establishment of the ASEAN Community. The Assembly took the theme “Vibrant AIPA for a Progressive ASEAN Community.” It aimed to promote the implementation of building an ASEAN Community as set by ASEAN Vision 2025.

A vibrant AIPA of solidarity, democracy and unity

Speaking at the first plenary session of AIPA 37, the head of the Vietnamese delegation, National Assembly Chairwoman Nguyen Thi Kim Ngan extended her warmest greetings to Speaker of Myanmar’s Parliament and Upper House Mahn Win Khaing Than, who is also President of AIPA 37, Myanmar’s State Counselor, Minister for Foreign Affairs and Minister of President’s Office Aung San Suu Kyi, and chairpersons and vice chairpersons of AIPA member parliaments, the International Parliamentary Union (IPU) Secretary General, ASEAN Secretary General, and all delegates. Through them she sent warmest sentiment of friendship of the Vietnamese people to the parliaments and citizens of ASEAN. The Vietnamese National Assembly Chairwoman also expressed sincere thanks to the warm welcome given by the host to the Vietnamese delegation in Nay Pyi Taw, capital of beautiful Myanmar.

National Assembly Chairwoman Nguyen Thi Kim Ngan said, in the context of complicated, unprecedented changing world situation, stability, cooperation and development continue to be primary priorities of all nations. She stressed: Asia and the Pacific has increasingly proven to be an important region of stability and a driving force for development of the world economy, in which ASEAN becomes an active factor in shaping regional structures, strengthening links and connectivity of benefits. In the past nearly 50 years, ASEAN has made a big leap, overcoming historical obstacles and difficulties to become a community of 10 members from an association and expanded its external relations. In this process, AIPA, as an inter-parliamentary organization in the region, has been ready to unite and work closely with ASEAN.

The Vietnamese National Assembly Chairwoman said: during its 40 years of existence, AIPA has seen strong development, expanded its membership, strengthened its cooperation mechanism and closely backed the process of building an ASEAN Community. She stressed: “From this solid foundation, we should continue to take AIPA forward to stronger development. A vibrant AIPA is an AIPA of unity, democracy, law abidance and harmony, and mutual support to narrow legal gaps and constantly renew activities. AIPA should continue urging governments of member countries to implement their regional commitments in line with ASEAN Vision 2015, at the same time encourage people to join these activities. AIPA should also strengthen its role of monitoring of the implementation of internal cooperative plans as well as policies of cooperation between ASEAN and outside partners in settling regional problems.”

National Assembly Chairwoman Nguyen Thi Kim Ngan welcomed and highly appreciated the AIPA 37 Chairman’s speech which pointed to AIPA’s tasks to promote the process of development of ASEAN Community. She said: the Vietnamese National Assembly, with its role and responsibility, fully supports the theme “Vibrant AIPA for a Progressive ASEAN Community,” AIPA 37 General Assembly’s Agenda and will fully implement resolutions set by the AIPA 37. She stressed: “We, deputies to the Vietnamese National Assembly, 14th Legislature, were elected on 22 May 2016. It is the National Assembly of unity, creativeness and action for people’s benefits and for a Vietnam of development and integration. I reaffirm Vietnam’s consistent external policy of independence, self-reliance, multilateralization and diversification of ties with other countries, active, proactive and responsible engagement in regional and global issues, contributing to shaping and renewing AIPA’s processes of activities and cooperation for a vibrant AIPA and a progressive ASEAN.”

In the framework of AIPA 3, National Assembly Chairwoman Nguyen Thi Kim Ngan received International Parliamentary Union (IPU) Secretary General M. Chungon. She highly valued the important role played by the IPU Secretary General in the IPU forum and expressed the belief that with 20 years of experience working at the IPU Secretariat and holding different positions, Secretary General M.Chungon will support the largest Inter-Parliamentary Union in the world and its members to achieve the objectives of peace, democracy, cooperation and sustainable development.

IPU Secretary General M.Chungon highly appreciated Vietnam National Assembly’s contribution to the IPU by attending all IPU assemblies; particularly in hosting IPU 132 with the Hanoi Declaration which expressed commitments of member parliaments to urge their countries to implement post- 2015 Sustainable Development Goals.

Acknowlegement of Vietnam’s proposed resolutions

At AIPA 37 General Assembly, Vietnam proposed and presented three resolutions. All of these resolutions are welcomed and supported by AIPA members and passed at this General Assembly.

First is a resolution on strengthening cooperation to ensure cyber security within ASEAN. It calls on AIPA to push for the building of the bloc’s legal framework on cyber security and preventing and fighting cyber and trans-national crime, while strengthening partnership within ASEAN and between ASEAN and outside partners in this field, contributing to consolidating trust, increasing mutual understanding, ensuring cyber security and safety, coping with cyber challenges and together maintaining peace, stability in the region and the world at large.

Second is a resolution promoting development of small- and medium-sized enterprises as part of the global value chain to raise awareness on the participation of ASEAN SMEs in this global value chain, thus building a network of regional SMEs for development of SMEs and maximizing the global value chain, bringing into full play the role of AIPA and member parliaments in developing a regional legal framework and harmonizing domestic laws with ASEAN legal documents and agreements to promote the development and participation of SMEs in the global value chain.

Third is a resolution calling on the governments of ASEAN member countries to adopt policies to facilitate regional SMEs’ connectivity and access to full information, assessment and analysis on ASEAN’s commitments on international economic integration as well as integration’s impacts on each industry, with a view to helping SMEs understand the global rule and optimize opportunities brought about by free trade agreements between ASEAN and partners.

The Vietnamese National Assembly also initiated a resolution on ASEAN cooperation in response to climate change. The resolution, passed by AIPA, is to raise awareness and understanding of people in ASEAN Community on climate change. It calls on member parliaments to accelerate the harmonization of laws in ASEAN, consider and ratify the Paris Agreement 2015, implement procedures to develop policy and law systems in line with ASEAN and world commitments in response to climate change and supervise the implementation of ASEAN commitments regarding climate change. The resolution states that AIPA should assist ASEAN member governments in carrying out the Declaration on ASEAN post 2015 Sustainable Environment and Climate Change Agenda, and quickly pass and implement an ASEAN Strategic Action Plan on Environmental Cooperation 2016-2025, focusing on sharing information and experiences for capacity building to respond to and mitigate impacts of climate change, particularly sea level rise, drought and salinity intrusion.

Vietnam’s participation in AIPA 37 contributes to bringing into full play its role and position in multilateral forums, and promoting cooperation in AIPA and in the region.
