Prime Minister of the Kingdom of Cambodia paid an official visit to Vietnam

During his visit to Vietnam, Samdech Techo Prime Minister Hun Sen held a talk with Prime Minister Nguyen Xuan Phuc, paid courtesy calls at General Secretary of the Party Central Committee Nguyen Phu Trong and State President Tran Dai Quang, met with National Assembly Chairwoman Nguyen Thi Kim Ngan, laid wreaths at the Memorial of National Heroes and Martyrs and Ho Chi Minh Mausoleum, and visited Ho Chi Minh City and Dong Nai province.

During talks and meetings, in the atmosphere of friendship, mutual understanding and trust, leaders of the two countries had in-depth discussion on the friendship and comprehensive co-operation between the Socialist Republic of Vietnam and the Kingdom of Cambodia and exchanged views on regional and international issues of mutual interests.

Prime Minister Hun Sen praised the great achievements that the people of Vietnam have made in renovation, construction and development of the country and expressed wish that the people of Vietnam under the leadership of the Communist Party and State of Vietnam successfully implement the industrialization and modernization of the country.

Prime Minister Nguyen Xuan Phuc and other leaders of Vietnam highly praised the important achievements that the Cambodian people have attained, under the wise reign of His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni and under the leadership of the Senate, National Assembly and Royal Government of Cambodia led by Samdech Techo Prime Minister Hun Sen in national construction and development which have brought about political and social stability, growing economic development as well as increasingly enhanced position and role of the Kingdom of Cambodia in the region and the world. On this occasion, Vietnamese leaders sincerely wished Cambodia great success in organizing communal elections in 2017 and parliamentary elections in 2018 and in continuing to build a peaceful and prosperous Kingdom of Cambodia.

* At the talks between Prime Minister Nguyen Xuan Phuc and Prime Minister Hun Sen, the two sides informed each other of the situation in each country.

In the context of changes in the world and regional situation, Prime Minister Nguyen Xuan Phuc emphasized that Vietnam implements the foreign policy of independence, self-reliance, diversification and multilateralisation of relations with other countries, but still attaches great importance to relations with neighboring countries. The Prime Minister expressed the desire that the two countries further strengthen solidarity and cooperation, respect each other's legitimate interests, better settle remaining problems, maintain an environment of peace, stability as well as further strengthen the friendship and good sentiment of the two peoples.

Prime Minister Nguyen Xuan Phuc and Prime Minister Hun Sen agreed to increase high-level meetings, contacts and the exchange of delegations at all levels and encourage people-to-people contacts, especially between provinces in border areas to strengthen cooperation in all fields. They committed to continually consolidate and promote the bilateral relations under the motto “good neighborliness, traditional friendship, comprehensive co-operation, long-lasting stability”. They also pledged to fully observe the principles stated in the Vietnam -Cambodia Joint Statements in 1999, 2005, 2009, 2011, 2014 and 2016, to respect independence, sovereignty, territorial integrity, non-interference in each other’s internal affairs, to ensure one’s territory is not used by hostile forces to menace the other’s security; and to settle problems arising between the two countries by peaceful means.

On the border issue, the two sides agreed to assign the Joint Committee on Border Demarcation and Maker Planting to resolve issues through coordinated fair, reasonable measures acceptable to both parties for an earlier completion of land border demarcation and marker plantation and to settle problems that arise from the entire border under existing mechanisms and in the spirit of neighborliness and friendship between the two countries.

The two sides underlined the importance of maintaining peace, stability and security in the East Sea, settling disputes by peaceful means, exercising self-restraint, refraining from the threat or use of force in accordance with universally recognized principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). The two sides are committed to join efforts for the full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and early conclusion of the Code of Conduct in the East Sea (COC).

The two sides also pledged to continue working closely together and with other members in the frameworks of the Mekong River Commission, the Lancang-Mekong co-operation and other Mekong co-operation frameworks in order to ensure sustainable use and management of water resources in the Mekong River Basin.

Also on this occasion, the two prime ministers witnessed the signing of three cooperative agreements, namely Treaty on Mutual Legal Assistance in Criminal Matters between the Socialist Republic of Vietnam and the Kingdom of Cambodia, Treaty on the Transfer of Sentenced Persons between the Socialist Republic of Vietnam and the Kingdom of Cambodia, and Agreement on Bilateral Cooperation between the Committee for Ethnic Minorities of the Socialist Republic of Vietnam and the Ministry of Cult and Religion of the Kingdom of Cambodia.

The two sides also agreed to jointly organize activities to celebrate the 50th anniversary of diplomatic relation establishment between Vietnam-Cambodia (24 June 1967- 24 June 2017) to enhance understanding between the two peoples especially the younger generation and assign the Ministries of Foreign Affairs of the two countries to prepare for the celebration.

On this occasion, Prime Minister Hun Sen invited Prime Minister Nguyen Xuan Phuc to visit Cambodia in 2017. Prime Minister Nguyen Xuan Phuc expressed his sincere thanks and accepted the invitation.

* Within the framework of the visit, Prime Minister Hun Sen called at the relic site of Division 125, the predecessor of Cambodia’s united armed forces for national salvation in Long Giao Commune, Cam My district, Dong Nai province, burnt incense in the cemetery where 49 Cambodian soldiers laid to rest.

Prime Minister Hun Sen expressed thanks to the Party, State and Government of Vietnam for taking care of the relic site of the Division 125, and the graves of the 49 Cambodian soldiers.

The Vietnam’s visit of Prime Minister Hun Sen successfully concluded, contributing to further the traditional friendly relations and good neighborly cooperation between the two countries of Vietnam and Cambodia./.
