During the visit to Laos, Prime Minister Nguyen Xuan Phuc paid courtesy visits to General Secretary of the People’s Revolutionary Party (LPRP) and President of Laos Bounnhang Volachith, had talks with Prime Minister Thongloun Sisoulith and jointly launched the "Vietnam-Lao Friendship Year 2017”; met with National Assembly Chairwoman Pany Yathoutu, standing member of the LPRP Secretariat and Vice President Phankham Viphavan, President of the Central Committee of the Lao-Vietnam Friendship Association Vilayvong Butdakham; visited the former leaders of the Lao Party and State and their families; placed wreaths at the Unknown Martyrs Monument; visited the memorial site of President Souphanouvong and President Kaysone Phomvihane Museum; visited some economic and cultural facilities in Vientiane, the Embassy of Vietnam in Laos and talked with embassy staff and representatives of the Vietnamese community who are living, learning and working in Laos.

In an atmosphere of friendship, special solidarity and mutual trust, especially in the context of the two countries are jointly organizing activities to commemorate the Vietnam-Laos, Laos-Vietnam Friendship Year 2017, senior leaders of the two countries exchanged views on directions and measures to strengthen the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.

The two sides agreed that the activities on the Vietnam-Laos, Laos-Vietnam Friendship Year 2017 to commemorate the 55th anniversary of the establishment of diplomatic relations (5 September 1962-5 September 2017) and 40 years of the signing of the Treaty of Friendship and Cooperation between Vietnam and Laos (18 July 1977-18 July 2017) are of particularly importance in the education of Party members and people, especially the young generations of the two countries on tradition, and special relationship between Vietnam and Laos. Both sides affirmed to cooperate closely to organize the activities in celebration of the Vietnam-Laos Friendship Year 2017.

The two sides also agreed to further organize meetings, contacts and exchanges of high-level delegations of the two countries in various forms; focus on the implementation of the Joint Statement and high-level agreements, especially the results of the 39th session of the Intergovernmental Committee, cooperation agreementsprograms and plans between ministries, committees, sectors and localities of the two countries.

They concurred to disseminate and effectively implement the Protocol on borderline and border markers between Vietnam and Laos and the Agreement on regulations on border and border gate managementbetween the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic as soon as these instruments have been ratified and effective.

Both sides affirmed the importance of and reached a consensus on strengthening bilateral cooperationin the fields of economy, investment, trade, and transport, while effectively implementing the Trade Agreement signed between the two Governments on 3 March 2015 and the Border-Trade Agreement signed by the two Governments on 27June 2015. The two sides aim to increase two-way trade value in 2017 by 10% against 2016 and focus on implementing the Memorandum of Understanding between the two Governments on the Transport Cooperation Strategy for 2016-2025 with a vision to 2030.

The two sides paid special attention to the cooperation in education and training and human resources development, and will continue to include contents on the history of special relations between Vietnam and Laos into schools of the two countries and improve the quality of cooperation in the fields of education and training and human resources development, with a focus on turning out high quality human resources.

The two sides affirmed to strengthen coordination at regional and international forums such as the United Nations (UN), the Association of Southeast Asian Nations (ASEAN), and sub-regional cooperation mechanisms, as well as contributions to building the strong ASEAN Community, increasing solidarity and unity and promoting the central role of ASEAN in the regional architecture.

Both countries stressed the importance of maintaining peace, stability, security and safety in the East Sea and settling disputes in the East Sea by peaceful means in line with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); implementing fully and effectively the Declaration on the Conduct of Parties in the East Sea (DOC), and soon reaching a Code of Conduct in the East Sea (COC), looking towards finalizing a framework of the COC.

The two sides witnessed the signing ceremony of nine documents: the agreements between the Ministry of Transport of Vietnam and the Ministry of Public Works and Transport of Laos on cooperation in investment management and exploitation of Vung Ang port (wharf 1.2, 3); on the construction of the Vientiane-Thakhek-Mugui-Tan-Vung Ang railway; on investment in the construction of a road from Phuthitphong, Luang Prabang Province to Naxon, bordering Dien Bien District, Dien Bien Province; on the development of the Project Feasibility Study to upgrade 18B Road in Attapeu province, the route from Ban Pungtha along the Thama River to Phiali and route from Saysomboun-Tebele-Phukongkhau-Samhopadong in Sayomboun province; the Protocol on amendment and supplement of the Agreement on Transit in Goods between the two Governments in 2009; the Protocol on cooperation in education and training of human resources between the two Governments; the Memorandum of Understanding between the Ministry of Industry and Commerce of Viet Nam and the Ministry of Commerce of Laos on the construction of the customs bonded warehouse and the Hon La-Khammouan petroleum pipeline; the Agreement between the Ministry of Finance of Vietnam and the Ministry of Finance of Laos; the Memorandum of Understanding on the purchase and sale of electricity at the Sekong Thermal Power Plant between the Electricity of Vietnam and Phonsak Group of Laos.

The official visit to Laos of Prime Minister Nguyen Xuan Phuc has helped to deepen the traditional friendship, special solidarity and practical and effective comprehensive cooperation between Vietnam and Laos, meeting the aspirations of the two peoples, for peace, stability, cooperation and development in the region and the world.
