Substantial development in cooperation between Vietnam and China

This was the first visit of President Tran Dai Quang in his capacity as the Head of State to China after Vietnam had successfully organized the 12th National Party Congress, the elections to the 14th National Assembly and elected the new leadership. China is in the process of implementing the 13th Five-Year Development Plan, stepping up building a “comprehensive well-off society” by 2020, and in particular preparing for the 19th Congress of the Communist Party China scheduled to be organized in late 2017. The Party and State of China attached great importance to the visit and gave the highest-level reception to President Tran Dai Quang as a Head of State and the Vietnamese delegation.

During the visit, President Tran Dai Quang held talks with Party General Secretary, President of China Xi Jinping and met with other senior Chinese leaders, including Prime Minister of the State Council Li Keqiang, Chairman of the Standing Committee of the National People’s Congress of China Zhang Dejiang, Chairman of the Chinese People’s Political Consultative Conference Yu Zhengsheng, and Party Secretariat Luu Yunshan. President Tran Dai Quang also met with Vice-President Wang Jiarui, President of the Chinese People's Association for Friendship with Foreign Countries Li Xiaolin, President of the China-Vietnam Friendship Association, relatives of former Chinese advisers who provided assistance to Vietnam during the resistance wars and Chinese friends who have contributed to the cooperation and promotion of friendly relations between the two countries.

In Beijing, President Tran Dai Quang and the delegation visited the Vietnamese embassy, and met with representatives of the Vietnamese community in China. In addition to Beijing, President Tran Dai Quang and the delegation visited Fujian province, a region rich in history and one of the pace-setters in China's reform and met with the Party Secretary and the Chairman of Fujian province.

During talks with senior leaders and meetings with Chinese officials, President Tran Dai Quang made known of important contents in the lines of the 12th Congress of the Communist Party of Vietnam which are to comprehensively and synchronously accelerate the renewal process, consistently implement the foreign policy of independence, self-reliance, peace, cooperation and development, multilateralization, diversification, proactive and active international integration. The consistent line of the Party and State of Vietnam is to always respect and sincerely wish to develop friendly neighborly relations and comprehensively cooperate with the Party and State of China for mutual benefit and actively contribute to peace, stability and prosperity of the region and the world.

Both sides noted a positive development trend in the two countries' relations in the recent period and appreciated the significance and achievements of the visits by General Secretary of the Communist Party of Vietnam Nam Nguyen Phu Trong in January 2017, Prime Minister Nguyen Xuan Phuc in September 2016 and other high-level visits between the two countries in recent time.

Both sides have gained important common understanding on major directions and measures to enhance political trust, strengthen friendly relations, elevate cooperation, maintain peace and healthy and stable development momentum in bilateral relations in the following aspects:

First, consolidate and strengthen political trust between the two parties. The two sides agreed to maintain the tradition of close contact between high-ranking leaders of the two parties and countries in a flexible manner to timely exchange views on big and important issues in bilateral relations as well as international and regional situation. Chinese Party General Secretary and President Xi Jinping confirmed his visit to Vietnam, and attendance at the APEC 2017 Summit.

Second, promote the effectiveness of existing cooperation mechanisms. The two sides agreed to continue promoting the role of the Steering Committee for bilateral cooperation in coordinating and promoting the common awareness of the two countries' top leaders; effectively implement the cooperation between the two parties, organize a meeting between representatives of the two Party Politburos; strengthen exchanges and cooperation in the fields of foreign affairs, defense, security and law enforcement; and continue to promote people-to-people friendly exchanges, especially between the young generations of the two countries.

Third, promote areas of balanced and effective development cooperation. The two sides spent much time on exchanging and reaching consensus on practical measures to boost healthy and sustainable economic cooperation. The two sides shall direct ministries, branches, localities and enterprises to timely implement with quality agreed plans, programs and projects. On the issue of developing bilateral trade balance, China will jointly undertake work such as prioritizing the assessment of China's entry standards for Vietnam's dairy and dairy products, speeding up legal procedures to open Chinese market for some fruits of Vietnam, continuing trade cooperation in agriculture, forestry and fishery, including rice and cassava and facilitating the opening of more trade promotion offices of Vietnam in China. President Tran Dai Quang affirmed that Vietnam encourages Chinese enterprises to implement environmentally, friendly and advanced technology investment projects in line with Vietnam's sustainable development needs and strategies and urges China to provide preferential credits for infrastructure investment projects in Vietnam.

During the visit, President Tran Dai Quang attended and delivered talks at two Vietnam-China Economic and Trade Cooperation Meetings in Beijing with the participation of member of the Chinese Party Politburo and Deputy Prime Minister Wang Yang and representatives of about 350 Chinese enterprises and in Fujian with the participation of nearly 300 enterprises of the province. The Vietnamese President received leaders of a number of large enterprises having cooperation with Vietnam.

Fourth, broaden cultural, sports, tourism and people-to-people exchanges, especially between young people, localities and the two countries' media, and thus strengthen the social foundation for the Vietnam-China relations, contributing to promoting the healthy and stable relations between the two parties and countries.

Fifth, persist in resolving satisfactorily differences, and stabilize the situation in the East Sea. The two sides frankly, sincerely and openly compared note on the East Sea issue. President Tran Dai Quang affirmed Vietnam's consistent stance on the East Sea issue; requested the two sides to deal adequately with fishery and fishermen activities, not to let the sea issue affect the development trend of bilateral relations and the environment of peace, stability and cooperation in the region.

The two sides agreed to seriously adhere to the important common perception reached between the senior leaders of the two parties and countries, and the agreement on fundamental principles for addressing issues on the Vietnam-China Sea, enhance existing mechanisms of negotiation, better settle maritime disputes, not to complicate the situation and expand disputes, maintain peace and stability in the East Sea; comprehensively and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC), and early conclude the Code of Conduct in the East Sea (COC).

During the visit, the two sides issued the Joint Communiqué and signed five cooperation documents, including the Agreement on enhancing cooperation in the current context between the two foreign ministries; Memorandum of Understanding on e-commerce cooperation between the Vietnamese Industry and Trade Ministry and the Chinese Trade Ministry; Memorandum of Understanding on cooperation between the Ho Chi Minh Political Academy and the Central Party School of CPC; the Agreement on Economic and Technical cooperation between the two Governments on China’s financial aid of 200 million yuan in 2017 and the Agreement on supplement loan for the Cat Linh-Ha Dong urban train project. Businesses of the two countries also signed a number of cooperation agreements and economic contracts.

The successes achieved during the visit to China of President Tran Dai Quang will contribute to developing the stable, healthy and sustainable strategic partnership between Vietnam and China for peace, stability, cooperation and prosperity of the region and the world.
