Vietnam - Hungary: Effective and substantial partners

During the visit, Prime Minister Orbán Viktor held talks with Prime Minister Nguyen Xuan Phuc; met with Party General Secretary Nguyen Phu Trong; President Tran Dai Quang; National Assembly Chairwoman Nguyen Thi Kim Ngan; and attended the Vietnam-Hungary Business Forum.

At the meetings, the two sides informed each other of the political, socio-economic situation and priorities in each country's foreign and external economic policy, discussing specific measures to push bilateral ties as well as international and regional issues of mutual concern. Vietnam affirmed its commitment to developing traditional friendship and multifaceted cooperation with countries in Central and Eastern Europe, including Hungary; congratulated Hungary for its achievements in the process of European integration and development; noted with elation that Hungary is one of the most effective and substantial partners of Vietnam in that region. Hungary congratulated Vietnam for its achievements in socio-economic development and international integration.

The two sides expressed elation at the positive development of the 67-year history of friendship and multi-faceted cooperation between Vietnam and Hungary; hailed the continued exchanges of high-level delegations as well as between ministries, sectors, localities and enterprises of the two countries, creating a momentum to consolidate and further enhance bilateral cooperation in the fields of mutual interest and benefit.

Affirming economic and financial cooperation as a priority pillar in bilateral relations in the coming time, the two sides stressed the importance of the Joint Hungary-Vietnam Committee on Economic Cooperation; and agreed to direct relevant ministries and sectors to actively implement contents achieved during the 7th Session of the Committee held in Budapest in March 2017. Both sides welcomed the signing of a Memorandum of Understanding on financial cooperation between the Ministry of Finance of Vietnam and the Ministry of National Economy of Hungary; affirmed determination to actively coordinate and effectively implement projects with preferential loans worth 440 million Euros from Hungary.

Vietnam thanked the Hungarian Government for offering 200 scholarships to Vietnamese students each year, and suggested increasing scholarships for those majors of Hungarian potential which Vietnam is in need, namely healthcare, pharmaceuticals, biotechnology, water source management and information technology.

The two sides agreed to accelerate the process of finalizing and signing the Memorandum of Understanding on defense cooperation between the Ministry of Defense of Vietnam and the Ministry of Defense of Hungary, thereby promoting cooperation in the defense industry, technical assistance, information security, cyber security, high-tech expert training and UN peacekeeping.

The two sides stressed the importance of cooperation in science-technology, information-communication, culture, sports and tourism; highly valued the signing of the Memorandum of Understanding on cooperation in information and communication technology between the Ministry of Information and Communications of Vietnam and the National Development Ministry of Hungary, as well as the Cultural Cooperation Program for the period of 2017-2019 between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Human Resources of Hungary.

The two sides agreed to share experiences and strengthen cooperation in agriculture, healthcare, labor, resources and environment; hailed the signing of the Agreement on Agriculture Cooperation between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Agriculture of Hungary, as well as the MOU on Vocational Training Cooperation between the Ministry of Labor, Invalids and Social Affairs of Vietnam and the Ministry of National Economy of Hungary.

The two sides agreed to intensify consultation and collaboration at international and regional organizations, forums, especially the United Nations, The Asia-Europe Meeting (ASEM), and the Mekong-Danube cooperation mechanism on international and regional issues of mutual interest, namely cooperation in addressing global issues such as climate change, natural disasters, sustainable use and management of water resources, including transboundary water sources and food security; and considered to support each other’s candidacies in international organizations and forums.

Building on the good traditional friendship between the two countries, Hungary pledged to continue to support and promote the comprehensive relationship between Vietnam and the EU, including early signing, ratification and full implementation of the EU-Vietnam Free Trade Agreement (EVFTA). For its part, Vietnam is ready to support Hungary in strengthening its cooperation with ASEAN.

On this occasion, the two sides signed cooperation agreements on finance, culture, education, agriculture, labor, information and communication technology and a twining agreement between Can Tho city of Vietnam and Capova city of Hungary.

The official visit to Vietnam by Prime Minister Orbán Viktor is a political event of importance, contributing to strengthening and consolidating the traditional friendship and multi-faceted cooperation between Vietnam and Hungary.
