Promoting and expanding cooperation between Vietnam and Kazakhstan

During the visit, Vietnamese National Assembly Chairwoman Nguyen Thi Kim Ngan held talks with Chairman of the Mazhilis Nurlan Nigmatulin, and met with Chairman of the Senate of the Parliament Kassym Zhomart Tokayev. At the meetings, the two sides hailed the cooperation between the two legislative bodies of Vietnam and Kazakhstan as an important channel in bilateral relations; agreed to continue strengthening close cooperation in regional and international forums, sharing experiences in legislative affairs, and ensuring people’s interests in the process of socio-economic development, continue to exchange high-level delegations of committees and agencies of the National Assemblies, jointly supervise the implementation of cooperative agreements signed by the two governments, and exchange information on parliamentary activities of each country.

National Assembly Chairwoman Nguyen Thi Kim Ngan informed that the 14th National Assembly of Viet Nam formed the Vietnam-Kazakhstan Parliamentary Friendship Group to promote cooperation between the two countries and two legislative bodies. The Chairwoman also recommended the two sides to build and promote a mechanism for consultation, coordination and mutual support in multilateral parliamentary forums, such as IPU and APPF, compare notes on regional and international issues of mutual concern,step up exchange of delegations at all levels, coordinate in supervising theimplementation of the agreements signed between the two countries and establish the legal basis for multi-faceted cooperation between the two countries.

Welcoming the visit of National Assembly Chairwoman Nguyen Thi Kim Ngan on the 25th anniversary of the establishment of diplomatic relations between the two countries, leaders of Kazakhstan said that this was the driving force for boosting bilateral cooperation to a new height.

Chairwoman Nguyen Thi Kim Ngan also paid a courtesy visit to Prime Minister Bakytzhan Sagintayev and had meetings with leadersof the ruling party Nur Otan, and People's Communist Party, during which the Kazakh leader and party representatives expressedelation at the socio-economic development of Vietnam in recent years and affirmed their sentiment and readiness to expand cooperation with Vietnam.

The two sides agreed to promote the friendship and traditional bilateral cooperation while deepening and expandingpractical cooperation ineach country’s areas of strength. In the field of economy and trade, the two sides agreed to increase bilateral trade turnover; evaluate the one-year implementation of the Vietnam-Eurasian Free Trade Agreement and draw experience and seek more effective measures to implement this Agreement; take advantage of the tariff preferences of the Agreement to promote the exchange of goods; and effectively promote the mechanism of the Vietnam-Kazakhstan Intergovernmental Committee.

Both sides expressed the desire to promote and strengthen cooperation in other fields such as security, education, training, culture and tourism; early agree on the Agreement on transfer of persons sentenced to imprisonment in the coming time; promote cooperation under the Agreement on cooperation in education and training signed in September 2009 and supplement Protocol signed in November 2011; effectively implement the Agreement on Tourism Cooperation signed in November 2011 and related agreements, assist tourism promotion, organize cultural events; exchange of information, and participate in trade fairs and exhibitions of each other.

During the visit, National Assembly Chairwoman Nguyen Thi Kim Ngan met with officials and staff of the Vietnamese Embassy and representatives of the Vietnamese community in Kazakhstan. Sharing the aims of her official visit to Kazakhstan, the Chairwoman commended the embassy staff for their efforts in overcoming difficulties to fulfill the tasks assigned Party and State, affirming that the Party and State have always attached importance to supporting and creating favorable conditions for Vietnamese representative offices abroad to operate in the most favorable way, andto contribute to national defense, construction and development. The Chairwoman praised the small Vietnamese community in Kazakhstan for their unity and mutual assistance and Vietnamese students for their good performance. The National Assembly Chairwoman urged the Vietnamese community to abide by the law of the host country, act as an important bridge between the two countries and contribute to consolidating and strengthening the traditional friendship and cooperation between Vietnam and Kazakhstan.
