During the visit, Chinese General Secretary and President Xi Jinping had talks with Vietnamese Party General Secretary Nguyen Phu Trong and President Tran Dai Quang, met withPrime Minister Nguyen Xuan Phuc, National Assembly Chairwoman Nguyen Thi Kim Ngan; attended the inauguration of the Vietnam-China Friendship Palace, and the opening ceremony of the China Cultural Center in Hanoi; met with delegates attending the Vietnam-China Peoples’ Forum and representatives of the two countries’ scholars. General Secretary and President Xi Jinping paid a floral tribute to President Ho Chi Minh at his Mausoleum; visited the photo exhibition "China in the eyes of Vietnamese photographers"; and called at Uncle Ho's house-on-stilts Relic.

At the talks, the two sides informed each other about the situation of each Party, compared note on bilateral relations and international and regional issues of mutual concern; raised awareness of the importance of deepening the comprehensive strategic partnership between the two countries in the new circumstances.

The two sides expressed elation at the great achievements of historical significance of the two parties, and countries in the process of finding a way to develop socialism in accordance with the situation of each country, maintaining that Vietnam and China are neighbors with a long tradition of friendship; both are socialist countries led by the Communist Parties, having similar political systems, development paths, destiny, sustainable development and the friendly and cooperative relations between the two countries.

Under new historical conditions, the persisting leadership of the Communist Party and the path tosocialism of specifically characteristics of each country is the right choice, conforming to the fundamental interests of the two peoples. The two sides will share experience for development, breathe new life to the cause of socialist construction in each country, and constantly strive for peace and progress of humanity.

The two sides maintained that the friendship between Vietnam and China founded and painstakingly fostered by President Ho Chi Minh and President Mao Zedong and senior leaders, was a common asset of the two peoples, and must be inherited, preserved and developed by both sides. The two sides will always view and develop the relations between Vietnam and China from a strategic height with a long-term vision, steadfastly implement a friendship policy toward each other. They pledged to work together, thoroughly grasp major orientations guiding the development of the bilateral ties, intensify strategic exchanges and political trust, deepen win-win cooperation, and deal with disagreements satisfactorily, step up the comprehensive strategic cooperative partnership to grow healthily and stably, so to generate concrete benefits for their people and actively contribute to peace, stability and prosperity in the region.

The two sides hold that regular contacts between the high-level leaders of the two parties, especially thetop leaders plays an important orientation role in developing bilateral relations. Both sides reached consensus on flexible and diversified mechanisms, like bilateral visits, special envoys, hotline, annual meetings and multilateral forums in order to maintain and strengthen the good traditions of high-level contacts for timely exchange of ideas on major and important issues in the relations between the two Parties, two countries and issues of common concern. Accordingly,intensify the sharing of experience in State management, strengthen exchanges via the Party channel, effectively implement the Plan of cooperation between the two Parties in the period of 2016-2020, organize the meeting of representatives of the two Politburo Bureaus; actively promote exchanges and cooperation between the National Assembly of Vietnam and the National People's Congress of China, between the Vietnam Fatherland Front and the People's Political Consultative Conference of China.

In the economic and trade fields, the two sides committed to well implement the Five-year Development Plan on Economic and Trade Cooperation during 2017-2021 together with signing and deploying key cooperative projects.They agreed to promote the role of the Vietnam-China Committee on Economic and Trade Cooperation and related cooperative mechanisms to promote and deepen the economic, trade and investment cooperation between the two countries for win-win benefits. Promote balanced and stable bilateral trade. On the basis of the “Memorandum of Understanding on speeding up the negotiation for the framework to build a Vietnam-China cross-border economic zone"signed during this visit, actively discuss the Agreement on the framework, develop the border regionsand raise the level of connectivity between the two sides. In addition, step up cooperation in agriculture, water source, environment, science and technology, and transport. Strengthen security and defense cooperation and law enforcement, implement the Joint Declaration on Defense Cooperation to the year 2025. Expand partnership in the fields of culture, press, and people-to-people exchange.

The two side made sincere and frank exchange of views on issues at sea and agreed to continue observing important common understanding reached by leaders of the two Parties and States and “the Vietnam-China agreement on basic principles guiding the settlement of sea-related issues.” The two countries will efficiently employ the government-level negotiation mechanism for territorial and border issues between the two countries and seek a fundamental and long-term solution acceptable to both sides. The two sides consented to fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC) and work towards the early formation of a Code of Conduct of Parties in the East Sea (COC) on the basis of consensus consultation, effectively managing maritime disputes and avoiding actions that would further complicate or expand the disputes for the maintenance of peace and stability in the East Sea.

Both sides agreed to boost cooperation at regional and multilateral frameworks such as the United Nations, the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation (APEC), the Asia-Europe Meeting (ASEM), the ASEAN-China, and the Mekong–Lancang Cooperation, thus together maintaining peace, stability and prosperity in the regional and the world.

During the visit, the two sides signed and exchanged 19 documents, including the Border Cooperation Agreement between the Ministry of Defense of Vietnam and the Ministry of Defense of China, the Memorandum of Understanding on promoting the connectivity between the framework "Two corridors, One belt" with the initiative "Belt and Road", the Memorandum of Understanding on identifying the list of key cooperation projects of the Vietnam-China Five-year Development Plan for Economic and Trade Cooperation for 2017-2021, and the Action Plan on Health Cooperation.

The State visit to Vietnam by Chinese Party General Secretary, President Xi Jinping was successfulas an important landmark contributing significantly to strengthening the traditional friendship, deepening the comprehensive strategic partnership between Vietnam and China, and promoting peace, stability and development of the region and the world.
