Strengthening Vietnam-Singapore Strategic Partnership

During the visit, Chairwoman Nguyen Thi Kim Ngan held talks with Singaporean Parliament Chairman Tan Chuan Gin; met President of the Republic of Singapore Halimah Jacob, Singapore Prime Minister Lee Hsien Loong; visited and worked with the Vietnamese Embassy and the Vietnamese community in Singapore; received representatives of many Singaporean businesses which are investing in Vietnam; attended the Vietnam-Singapore Business Dialogue co-organized by the Vietnamese Ministry of Planning and Investment (MPI), and Embassy in Singapore and the Singaporean Manufacturing Federation (SMF).

At the talks, Singaporean leaders warmly hailed the visit of Chairwoman Nguyen Thi Kim Ngan and the high-level delegation of the Vietnamese National Assembly to Singapore, confirming that the visit further strengthen the strategic partnership between the two countries, two parliaments and people of the two countries. National Assembly Chairwoman Nguyen Thi Kim Ngan sincerely thanked Singaporean counterpart Tan Chuan Gin for his invitation to visit to Singapore and the Singaporean leaders for extending warm, cordial and hospitable welcome to the high-level delegation of the National Assembly of Vietnam.

National Assembly Chairwoman Nguyen Thi Kim Ngan highly appreciated and expressed the desire to maintain exchanges of high-level visits on all channels of the Party, State, National Assembly, Government and people-to-people exchanges. She affirmed Vietnam’s consistent policy to attach importance to the development of Strategic Partnership with Singapore; and reiterated the commitment to actively coordinate to implement the strategic partnership, and strengthen bilateral relations. She asked the two countries to coordinate to well prepare for the 45th anniversary of establishment of diplomatic relations between the two countries in 2018.

Affirming that Viet Nam will supports Singapore to fulfill its ASEAN 2018 Chairmanship, National Assembly Chairwoman Nguyen Thi Kim Ngan urged Singapore to coordinate and exchange with other ASEAN countries to maintain a common position, unity and solidarity and the central role of ASEAN in the region. While highly valuing Singapore's positive satnce on the East Sea issue and its role in coordinating ASEAN-China relations, National Assembly Chairwoman Nguyen Thi Kim Ngan expressed hope that Singapore as the ASEAN 2018 Chairman will continue to maintain a positive voice in the East Sea issue, faciliate the early conclusion of the Code of Conduct of Parties in the East Sea (COC), and build a healthy and sustainable ASEAN-China partnership.

Assessing that national defense and security are an important area for cooperation in the strategic partnership between the two countries, the National Assembly Chairwoman suggested that the two sides continue to promote mechanisms of consultation, especially the Deputy Ministerial Policy Dialogue while expanding cooperation to new areas. The two sides will soon negotiate and conclude the Treaty on bilateral extradition, the Agreement on the Transfer of Sentenced Persons; increase consulation, support and promote each other’s initiatives, share experiences in organizing ASEAN defense-military conferences, especially the ASEAN Chiefs of Defense Forces Meeting (ACDFM), ADMM, ADMM +.

Singapore leaders set great store by the official visit of Vietnam's National Assembly Chairwoman and congratulated Vietnam for successfully organizing the 2017 Asia Pacific Economic Cooperation (APEC) Summit Week in Da Nang, considering it the direction for the future of APEC. Singapore Prime Minister Lee Hsien Loong also praised Vietnam for being proactive and responsible for leading the remaining countries to join the Comprehensive Partnership for Transnational Partnership (CPTPP).

In terms of bilateral relations, Singaporean leaders affirmed that Singaporean companies and corporations wish to expand their operations in Vietnam due to favourable investment environment, especially the political and policy stability in Vietnam which win investors’ trust. The talks between the two countries' businesses in the framework of National Assembly Chairwoman Nguyen Thi Kim Ngan’s visit attracted the presence of 190 Singaporean businesses, three times higher than the expected number. Singapore is keen to invest in renewable energy, ensuring sustainable development and limiting negative impacts on the environment. In addition, Singaporean investors also want to continue investing in world-class resorts and cooperate in education, research and investment in urban redevelopment.

National Assembly President Nguyen Thi Kim Ngan's official visit to Singapore is of special importance, further strengthening the Strategic Partnership with Singapore, and strengthening exchange for further cooperation between the two countries. Both sides agreed that, in the coming time, the two sides will regularly exchange high-level delegations, representative of Parliament agencies and friendship organizations to bring into full play the results of the Strategic Partnership.

This was the first visit of the Vietnamese National Assembly Chairperson to Singapore 14 years after the visit of Chairman Nguyen Van An in 2003. The visit was a significant external activity aimed at strengthening the Vietnam-Singapore Strategic Partnership in anticipation of the 45th anniversary of Vietnam-Singapore diplomatic ties and discussing measures to strengthen cooperation between Vietnam Singaporean legilative bodies.
