Promoting the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos

During his visit, Lao Party General Secretary and President Bounnhang Vorachith held talks with Vietnamese Party General Secretary Nguyen Phu Trong, met with President Tran Dai Quang and together declared the closing of the Vietnam-Laos Solidarity and Friendship Year 2017; met with Prime Minister Nguyen Xuan Phuc, and National Assembly Chairwoman Nguyen Thi Kim Ngan; visited some former leaders of the Party and State of Vietnam; received representatives of the Vietnam-Laos Friendship Association; met with representatives of former Vietnamese volunteers and experts in Laos, young Vietnamese and Lao students in Vietnam; visited some economic and cultural establishments in Hanoi, Nghe An province and the Command of the 4th Military Region.

Both sides stressed that the official visit to Vietnam of Lao Party General Secretary and State President Bounnhang Vorachith this time was a historical milestone when the two countries together successfully organized the Vietnam-Laos Solidarity and Friendship Year 2017, celebrated the 55th anniversary of the establishment of diplomatic relations and the 40th anniversary of the signing of the Vietnam-Laos Friendship and Cooperation Agreement.

In an atmosphere of friendship, special solidarity and mutual trust, the two sides informed each other of the situation of each Party, each country; hailed the important results after two years of implementation of the Resolution of the Congress of each Party; affirmed that the results of the Vietnam-Laos Solidarity and Friendship Year 2017 were of profound significance for raising awareness among cadres, Party members and people of the two countries, especially the young generation on the friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, an important driver of relation development between the two Parties, States and peoples. Both sides unanimously agreed on guidelines and measures to further deepen the relation between the two Parties, States and the peoples in all fields, contributing to the successful implementation of the renewal policy of each Party. Both sides shared their views on regional and international issues of mutual concern.

Accordingly, the two sides agreed to continue to closely coordinate for effective implementation of the agreements between the two parties, and States and the Joint Statements of Vietnam-Laos in April 2016, November 2016 and April 2017 issued during the official visits of leaders of the two Parties and States.

The two sides agreed to intensify and deepen political relations, set out orientation for the overall cooperation between the two countries; continue to hold regular meetings, and contacts between high-ranking leaders of the two Parties, and States in different forms; consolidate, strengthen and enhance the effectiveness of cooperation mechanisms between the two Parties, and States; expand cooperation and mutual assistance among committees of the Parties, ministries, branches, committees of the National Assemblies, the Fatherland Fronts, unions, people's organizations and localities of the two countries, paying special attention to exchanging theories and practices, sharing experiences on Party and political system building, socio-economic development and international integration; concentrate on training and fostering officials at all levels; intensify communication among people of all strata, especially the young generation of the two countries on the tradition of special solidarity between Vietnam and Laos; continue coordinating the construction of works and embellishing historical relics relating to Vietnam-Laos relations in each country.

Both sides reaffirmed the importance of and agreed to exert efforts to promote cooperation in the fields of economy, investment, trade, culture, education-training, health care, science-technology on the basis of effectively capitalization of each country’s potentials and strengths. The two sides will coordinate to fully implement high-level agreements, cooperation agreements between the two Governments and cooperation programs between ministries, branches and localities of the two countries, giving priority to connect the two economies, especially transportation, energy, and tourism.

The two sides affirmed to continue to create favorable conditions for the Vietnamese community in Laos and the Lao community in Vietnam to live, work and study in accordance with the law and regulations of each country and international practice. Vietnam thanked Laos for attaching importance to the positive contribution of the Vietnamese community to the protection and development of Laos.

While agreeing to boost cooperation on national defense and security, the two countries considered this a pillar in the bilateral relations to maintain political stability, security, social order and safety in each country. The two sides shall cooperate to fully implement cooperation agreements on defense and security, the Agreement on Border and Border gate Management, the Protocol on Borderline and National Border Markers; build Vietnam-Laos frontier into a border of peace, friendship, stability, cooperation and sustainable development; continue to effectively implement the Government-level agreement on the settlement of free migration and unregistered marriages in the border areas of the two countries; coordinate to prevent transnational crimes, especially trafficking of addictive substances; step up coordinated efforts to search for and repatriate remains of Vietnamese martyrs, volunteers and experts who had sacrificed in Laos.

The two sides agreed to share information in a timely and effective manner, support each other at international and regional fora, particularly in the United Nations, ASEAN and Mekong region subregional co-operation mechanisms, contributing to maintaining peace, stability, cooperation and development in the region and the world. Lao leaders congratulated Vietnam for successfully organizing the APEC 2017 Year; the Vietnamese counterpart sincerely thanked Laos for its support to Viet Nam in hosting the APEC Summit.

The two sides agreed to continue closely coordinating with each other and with other countries and international organizations concerned to manage and use the Mekong River water efficiently and effectively, ensuring harmonious interests of countries in the Mekong basin; set up coordinated mechanism between the two parties and stakeholders to supervise and monitor comprehensive impacts of the use of the Mekong River; increase coordination with Cambodia to promote the effective implementation of the Agreement on the Vietnam-Laos-Cambodia Development Triangle.

The two sides emphasized the importance of maintaining peace, stability, security and safety in the East Sea, the settlement of maritime disputes by peaceful means on the basis of international law, including the 1982 UN Convention on the Law of the Sea; and together with concerned parties fully and effectively implementing the Declaration on the Conduct of Parties in the East Sea (DOC) and to early achieve the Code of Conduct in the East Sea (COC), thus contributing to the maintenance of peace, security, stability, cooperation and development in the region and the world.
