Developing Vietnam-Iran friendship and cooperation

Within the framework of the visit, Iranian Parliament Speaker Ali Ardeshir Larijani held talks with Vietnamese National Assembly Chairwoman Nguyen Thi Kim Ngan; paid a courtesy call to Party General Secretary Nguyen Phu Trong, Prime Minister Nguyen Xuan Phuc; met with Secretary of the Ho Chi Minh City Party Committee Nguyen Thien Nhan, and President of the Vietnam Fatherland Front Central Committee Tran Thanh Man; received leaders of the Vietnam-Iran Friendship Association; and participated in the Vietnam-Iran Business Forum. On this occasion, the delegation paid a floral tribute to President Ho Chi Minh at his Mausoleum, visited Uncle Ho's house-on-stilts and some historical and cultural relics of Vietnam.

During talks and contacts, Vietnam congratulated the Government and people of Iran for gaining great achievements, maintaining political and social stability, and making positive economic changes, resulting in higher position in the region and the world. While expressing sympathy with the Iranian people for difficulties caused by instability in the Middle East and economic embargo, Vietnam welcomed effective implementation of the nuclear deal named Joint Comprehensive Plan of Action (JCPOA), creating favorable conditions for socio-economic development of Iran.

Iranian Parliament Speaker Ali Ardeshir Larijani expressed his elation and pride at the socio-economic achievements that Vietnam has made and congratulated the National Assembly of Vietnam for successfully organizing the 26th Annual Meeting of the Asia Pacific Parliamentary Forum (APPF-26), and affirmed that this official visit to Vietnam laid the foundation for boosting relations between the two parliaments. The two sides agreed to increase the exchange of delegations at all levels, especially the high level, and continue to cooperate more closely at regional and international forums. Vietnam looks forward to receiving the diplomatic note of Iran in support of Vietnam's candidature for the UN Security Council 2020-2021 tenure. On the cooperation between the two Parliaments, the two sides agreed to strongly promote exchanges of delegations at all levels, especially among the specialized committees to share experience in legislation and oversight.

While assessing that the two-way trade turnover of Vietnam-Iran in 2017 reached US$164.6 million, up by 41% compared with 2016, the two sides held that it did not reflect the great potential of the two countries and committed to gain $2 billion through prioritizing the exchange of goods which are strength of each side, early removing bottlenecks in payment to facilitate trade, encouraging and enhancing the two countries' businesses in market survey, trade promotion and investment.

Emphasizing that information technology and telecommunications are potential areas for cooperation, Vietnam expressed hope to make cooperation in this field as a breakthrough in bilateral ties, thereby promoting cooperation in other areas.

On cultural and educational cooperation, Iran is ready to support and provide scholarships for Vietnamese students to study Persian language and other disciplines; continue the exchange of lecturers and students between universities; boost cooperation in the fields of culture, tourism, and organization of events such as photo exhibitions, film show, art performances, Iranian Cultural Day in Vietnam, Vietnam Culture Day in Iran, among others.

The two sides concurred to strengthen monitoring and effective implementation of the agreements signed by the two countries, including agreements that the two inter-governmental committees had discussed and agreed. Accordingly, the two sides exchanged and reached agreements on measures to enhance cooperation in different fields such as agriculture, aquatic products, energy, mining, oil and gas and banking. In the field of oil and gas, Iran can support Vietnam by supplying petrochemical products, liquefied gas, and asphalt. Iran wants to learn experience in agriculture from Vietnam. In addition, the two sides will enhance cooperation in Iran's potential fields such as pharmaceuticals, medical equipment, banking connectivity, tourism-culture, film, television, and exchange of university lecturers and students.

The official visit to Vietnam by the Speaker of the Parliament of the Islamic Republic of Iran Ali Ardeshir Larijani and the Ireanian delegation was a success, contributing to strengthening and developing friendly relations and cooperation between the two countries.
