Enhancing Party’s leading capacity and effectiveness in State and private enterprises

The Communist Party of Viet Nam has gradually built and promulgated systems of resolutions and decrees on its leadership in enterprises. The cross-cutting and unified feature of the resolutions and decrees is to ensure all forms of enterprises to develop equality and favorably. At the same time, from and through practices, Party organizations at all levels have lived up to their roles to lead enterprises and to build the organizations strong and clean. Prompted by characteristics and functions of each enterprise, the Party issued regulations on functions and tasks of party organizations in those enterprises.

The Party organization in State enterprise is a political nucleus which is responsible for leading Party cadres and members and disseminating and mobilizing members of enterprises to implement the Party’s policies and orientations, the State’s legislation, the enterprises’ regulations and rules; participating in developing objectives, vision, production and business tasks of the enterprises and leading Party cadres, members and laborers in fulfilling the enterprises’ production and business tasks  and building the Party organizations’ strong and clean.

Party organizations in equitised enterprises implement similar tasks of party organizations in other form of enterprises. But due to their characteristics, the scope and extend of the leading role of party organizations there are different from those in state enterprises. For example, party organizations in equitised enterprises provide direct leadership on ideology, mass organizations and party building. In production, business, personnel and organization of the enterprises, party organizations also make suggestions, recommendations and provide indirect leadership through the Party’s system and positions and responsibilities of party cadres and members.

In private enterprises, party organizations exercise the role of political nuclei which provide ideological and political leadership, take appropriate measures and methods to disseminate Party’s policies and orientations, State’s legislation to Party cadres, members, laborers and owners of enterprises while enquire into party members’ and laborer’s thinking, aspiration and needs to make recommendations to enterprise owners to minimize disputes between owners and laborers; and lead the Trade Union and Youth organizations to protect and monitor the policies, regimes and rights of laborers.

Some issues need to be solved:

First, continue clarifying party organizations’ activities in different forms of enterprises; advantages, disadvantages in building, organization of activities, manifestation of role and responsibilities of party organizations and member in each type of enterprise.

Second, evaluate the leading capacity and effectiveness of party organizations’ activities in each type of enterprise; causes to positive factors and limitations; best practices from operation of party organizations in enterprises.

Third, implement Party’s guiding viewpoints, tasks and major solutions on building party organizations in each type of enterprises, particularly in private enterprises when party organizations in these enterprises are weak and small in number.

Fourth, identify things need to be done, and breakthroughs to enhance the leading capacity and effectiveness of party organizations in each type of enterprise.

Fifth, renovate contents and methods of activity and complete party organization in each type of enterprise, contribute to consolidate and enhance the leading capacity and effectiveness of party organizations and members in new production and business environments and identify clearly responsibilities of Party chapters, Party groups and members in each type of enterprise./.
