Continuing to renovate and promote the Party’s inspection and supervision

The 11th National Party Congress successfully concluded and is leading the country to the second decade of the 21st century-an extremely important historic turning point on the way forward of the Vietnamese nation. The Congress set great store to Party building, considering it a key task and a decisive factor to firmly maintain the Party’s power in leading the State and society and turn Viet Nam basically into an industrialized country by 2020. In the coming years, besides opportunities and advantages, there are numerous difficulties and challenges. Among them is “Degradation in political ideology, ethics and lifestyle of a number of Party officials and members. Coupled with serious bureaucracy, corruption and waste, it has eroded the people’s confidence in the Party and State. Hostile forces have continued their scheme of peaceful subversion, instigate chaos, and use plots under the excuses of “democracy” and “human rights” to change the political regime in Viet Nam. Internally, there are signs of staying aloof from socialist objectives, “self-evolution” and “self-transformation.”(1) In face of these difficulties and challenges, new duties and tasks should be implemented in Party building in general and in Party’s inspection and supervision in particular. Thus, continuing to renovate and enhance the effectiveness of the Party’s inspection and supervision is considered an important measure to maintain the Party’s leadership, promote the Party’s political acumen, wisdom, leading capacity, strength, transparency, strengthen people’s confidence in the Party and State, prevent and repulse degradation of political ideology, ethics, lifestyle, bureaucracy, corruption and waste and lead the revolutionary process to success. Stemming from those requirements, the Party’s inspection and supervision in the coming time should focus on the followings:

First, Party’s Committees and organizations at all levels should heighten sense of responsibility to better fulfill the tasks of inspection and supervision in line with the Party’s Charter.

In the past years, in general, awareness on the Party’s tasks of inspection and supervision has changed; hence actions have been taken to improve the Party’s inspection and supervision. However, “a number of Party’s Committees and organizations failed in realizing the tasks, thus the effectiveness of inspection and supervision was low.”(2) Main causes were incorrect and incomplete awareness on the position, role, objectives, significance and importance OF inspection and supervision and discipline within the Party. Some Party Committees and organizations did not develop plans on inspection and supervision. Others did not make in-depth investigations to solve problems which had happened right in their localities or offices. One of the causes to violations of Party’s disciplines by Party Committees and organizations was negligence of inspection and supervision. Regular inspection and supervision will reduce the number of violations or even prevent them from happening.

Thus, the study of the resolutions of the 11th Party Congress and other regulations of the Party on inspection and supervision should be stepped up as directed by the Notice No 226-TB/TW of the 10th Party Secretariat. This is to create a fundamental change in the understanding on the work of inspection and supervision of the Party Committees, organizations and members. They should be fully aware that inspection and supervision are the leading role of the Party, an important component in Party building as  stipulated in the Party’s Charter “leading without inspection is considered as no leadership.” Every year, each Party Committee and organization should develop programs and plans on inspection and supervision and directly organize the inspection and supervision. The Party organizations at important positions and sensitive sectors should be inspected and supervised regularly. All violations of Party organizations and members should be considered and openly, democratically, carefully and strictly dealt with in line with Party’s principles, process and procedures. The Party Committees should organize annual review of the inspection and supervision work at all levels and direct initial review of the implementation of the 5th Plenum resolutions on the Party’s inspection and supervision, and contribute to fulfilling political tasks and enhance the leading capacity and fighting strength of Party organizations and members in each locality and office.

Second, continue to complete Party’s regulations on inspection and supervision.

To improve the quality and effectiveness and renovate the Party’s leadership in inspection and supervision, the Central Committee, the Political Bureau and the 10th Party Secretariat issued a rather complete system of regulations to assist Party Committee and organizations initially overcome difficulties and constraints in inspection, supervision and discipline. Implementing the Conclusion, No 72-KL/TW of the Political Bureau of the 10th Party Congress on Strategy on Inspection and Supervision by 2020, the Central Control Commission will continue to coordinate with Party organizations and offices concerned to help the Central Committee, the Political Bureau and the Secretariat build and issue regulations, mechanisms and process to supplement and develop the Party’s points of views and principles on inspection. Constraints and obstacles in Party building, inspection and disciplines should be solved.

The mechanism of supervision within the Party, the mechanism on inquiry, the mechanism on people’s supervision of Party organizations’ and members’ activities, the mechanism on reception and process of opinions of the Fatherland Front and other political and social organizations on Party organizations and members.

The Charter of the 10th Party Tenure regulated that supervision is a task of Party Committees and organizations and the Control Commissions at all levels. The Political Bureau of the 10th Party Tenure at the Decision No 25-QD/TW on December 24, 2006 regulates the implementation of the Party’s inspection, supervision and discipline as stipulated in Chapter VII and VIII of the Party Charter. The Party Control Commission promulgated four regulations on the work of supervision by the Party Committees, commissions, Control Commissions and cells. Achievements were made in the last Party Tenure which prevented violations by Party organizations and members. However, there are issues that need further study and clarification to ensure that the supervision is unanimously and comprehensively implemented by all Party organizations and members. Each Party organization and member should be supervised. This ensured practical and effective inspection at each levels and prevention of violations by Party organizations and members.

To implement the Party Charter on Party members’ right to “make inquiry about activities of Party organizations and members at all levels of organization,” the Political Bureau of the 10th Party Tenure issued the Mechanisms on Inquiry within the Party to promote democracy, enhance responsibility, leading capacity and fighting strength of Party organizations and members, prevent errors, maintain ethic and virtue and strengthen unity and solidarity within the Party. Thus, Party members are entitled to question activities of Party Committees, Standing Committees of the Party Committees and Party members of the Party Committees of which they belong to and are responsible for their questions. However, this practice has not been implemented or properly implemented. In reality “many errors and mistakes made by Party members and organizations have been discovered in time. Irresponsibility, opportunism, ethical and lifestyle degradation have been common among part of Party members and cadres. Discipline and rules have not been strictly observed. Some Party Committees are not united.”(3) Opinions of the Mechanisms on Inquiry among the Party members are diverse. That is why, it is necessary to sum up, evaluate and identify causes and solutions to realize the mechanisms, promote democracy, criticism and self-criticism and breathe a new life into Party operation.

Third, identify key tasks in inspection and supervision

In each stage of the revolution, the Party mapped out objective and concrete tasks to lead the Party, and people to successfully implement the Party’s Platform and political lines. Inspection and supervision are political tasks in Party building. This is considered to be a principle that ensures the implementation of objectives of Party’s inspection and supervision tasks. The quality and effectiveness of inspection and supervison always depends on identification of precise and suitable precise and suitable key tasks.

The 11th Party Congress stated “It is necessary to inspect and supervise the observance of Party’s Charter, resolutions, decrees and regulations, the State’s laws and policies, the principle of democratic centralization, working rules and mechanisms and democracy within the Party. Preservation of internal unity, practice of thrift, prevention of corruption and waste, self-training of ethics and lifestyle, scale up of administration and juridical reform, investigation, prosecution, trial and execution of cases, particular serious cases that cause social resentment, recruitment, planning, rotation, training, promotion, assignment and use of officials are other tasks should be done.”(4)

Party Committees and organizations should base on the above-mentioned orientation and their functions, tasks and local conditions to lead, guide and select areas and targets for inspection and supervision. Special attention should be given to implement key tasks of the Party on enhancing the leading capacity and fighting strength of the Party to deal with urgent social problems such as ethical degradation and lifestyle, law and order; scale up efforts and effectiveness on preventing corruption and waste. All regulations of the Party Central Committee, Political Bureau, Secretariat and the Party Control Commissions should be strictly implemented through out the well-planned process of inspection, supervision and discipline execution.

The Control Commissions at all levels are tasked with advising on and implementing assigned tasks on inspection and supervision as stipulated by Article 32 of the Party Charter. It is necessary to be proactive in fulfilling the tasks regulated in the Party Charter which are considered to be of major importance. The tasks include monitoring and controlling of subordinate Party organizations and members when there is signs of violation for early discovery and prevention; paying attention to areas and sectors where violations of the principle of democratic centralization, working regulations, working rules, internal unity, corruption, waste, “lobbying for promotion, power, degrees and orders”(5) are reported. Denunciation and complaints should be impartially settled in time to make clear what is right and what is wrong to ensure Party’s discipline or to vindicate accused party members. Financial supervision of Party Committees of the same and lower levels should be carried out to ensure transparency and discipline. Monitoring of Party Committees at lower levels in their inspection and supervision work should be done regularly to improve quality and effectiveness of their leadership and guidance of the implementation of these tasks.

Fourth, capacity building for inspection and supervision officials and operation of the Control system at all levels.

The Party Control Commission at all levels is a specialized agency in implementing the task of inspection and supervision. After each Party Congress, the function, tasks and authority of the Control Commission at all levels are supplemented in the Party Charter by concrete regulations of the Party Central Committee, Political Bureau and Secretariat. In the 10th Party Tenure, the Political Bureau issued the Strategy on Inspection and Supervision by 2020, which strengthens authority of the Control Commission at all levels in some concrete issues, particularly specialized issues in inspection, supervision and discipline.

It is the responsibility of the Party Committees at all levels to build up the control commissions to meet new requirements. The Control Commission of the 11th Party Central Committee has larger number of members than the 10th Party Committee with more members from the Party Central Committee. This shows that the 11th Party Central Committee has attached importance to and set higher demands towards inspection and supervision. Accordingly, the Control Commission at all levels have had higher number of staff with better quality to fulfill their tasks of inspection and supervision in their localities and offices Building a contingent of highly qualified specialists in inspection and supervision is an urgent but difficult duty. They have to take part in solving cases relating to all aspects of life. They are required to possess good political virtue and ethics while be comprehensive in several aspects. This, together with planning, training and fostering of control specialists, rotation is an effective solution in human resource development which on the one hand helps improve their quality, on the other hand facilitates the organization of the control commissions at all level.

The Secretariat of the 10th Party Tenure issued the Circulation No 312-TB/TW on rotation of management cadres of branches and levels to inspection and supervision commissions and vice versa. This is an important orientation but also a new policy that needs close concern and guidance of Party Committees, coordination and consensus of branches and levels for successful realization.

The year 2011 is the first year to implement the resolutions of the 11th Party Congress. Bringing into play successes and achievements recorded in the 2006-2010 tenure and the tradition “Absolutely loyal to, united, truthful, righteous, disciplined and devoted” to the Party, the Control commissions at all levels exert every effort to fulfill tasks of inspection and supervision to contribute to the successful implementation of resolutions of Party Congress at all levels and of the 11th National Party Congress and live up to the trust of the Party, State and people ./.
