Making the patriotic emulation movement a true revolutionary and self-conscious activity of society

Celebrating the 65th anniversary of President Ho Chi Minh’s appeal for patriotic emulation- the traditional day of patriotic emulation, we should be fully imbued with Uncle Ho’s ideology “We should emulate even in difficulties”. To make the emulation movement a self-conscious revolutionary activity, we should successfully implement the following tasks:

First, to create a strong shift in awareness of emulation movement in party committees, authorities at all levels and particularly heads of agencies and units.

Second, to identify clearly objectives, measures and concrete criteria for each branch, locality and responsibilities of each individuals to avoid ambiguity.

Third, identification, fostering, assessment and multiplication of examples should be considered key and continuous tasks in renovating leadership of emulation movement.

Fourth, the contingent of officials who are working on emulation movement should be proactive, creative and devoted.

Fifth, emulation should be accompanied with commend. Exemplary cases that are worthy of commend should be discovered. They should play up the role of encouragement, education and example. Commend should be precise, in time, equal and transparent.

Sixth, control and monitoring of emulation movement should be strengthened to solve any problem during the emulation movement and commend of good examples. Mid-term review and periodical reviews particularly in key movements should be organized to assess where the movement is well implemeted and vice versa so as to find appropriate solutions to overcome constraints, obstacles and shortages./.
