Relations between economic growth and social development in the principle of progress and equity in Viet Nam in the renovation process

Since the 6th Party Congress (in 1986), the Party and State of Viet Nam mapped out and have unceasingly improved renovation policies. The breakthrough point of view and guidelines are to renounce the centrally planned and bureaucratic market model with state subsidy and to shift to the socialist-oriented market economy. With this model, we have used the market mechanism- an achievement of human civilization – as a tool to motivate and speed up economic growth and improve people’s life. Thanks to persistent implementation of the above-mentioned point of view and guidelines, the 27-year-long renovation process has recorded great achievements in many fields including social development in the principle of progress and equity in their relations with economic growth. However, there are constraints and weaknesses in this process.

To ensure that each economic policy brings about social progress and equity, we should take the following solutions: First, to step up the economic restructure, implement an in-depth growth model based on increasingly high quality human resource; Second, it is necessary to have concrete plans for rational investment from State resources for each region and different branches; Third, to harmoniously combine redistribution through rational regulation of incomes from different population strata along with building and completing the multi-layer social security system; Fourth, to prevent and effectively repulse illegal profit-making practices , and to reduce people’s resentment for social progress and equity./.
