1. The Plenum reviewed and agreed to issue a new resolution on the building and development of the Vietnamese culture and people to match the country’s sustainable development requirements.

The Plenum agrees that after 15 years of implementing the Resolution of the 5th Plenum of the Party Central Committee (8th Tenure) on culture, our theoretical thinking on culture has developed; cultural institutions have been formed and completed and cultural lives have become richer. Traditional cultural values have been succeeded and promoted; and many new cultural and ethical norms have been formed. Cultural, literary and artistic products have been diversified. Technology-information, especially mass communication has strongly developed. Several cultural movements have yielded practical results. Family, clan and community cultural traditions have been uphold. Stakeholders’ participation into cultural activities has been expanded, contributing considerably to building cultural institutions. Many tangible and intangible cultural heritages have been preserved and embellished. Ethnic minorities’ customs and practices have been studied, collected and restored. Artists’ freedom of creation has been respected; freedom of belief and religion and cultural activities have been promoted. International cultural exchange and cooperation have been paid attention to and have gained momentum.

However, in comparison with other fields like politics, economics, defense, security and external relations, the achievements of the cultural sector remained modest and insufficient to cause effective impacts on building healthy cultural environment and people. Degradation in political ideology, ethics and lifestyle within the Party and society has increased. Cultural life of people in several areas has been poor; cultural enjoyment gap between mountainous, remote and out-of-the-way regions and urban areas has been slowly bridged. Cultural environment has been unhealthy, alien and contrary to customs and habits; social ills and crimes have been on the rise. Few literary and art works are of high ideological and artistic values. Cultural, literary and artistic theoretical and criticism work has failed to catch up with creation. Preservation and promotion of cultural heritage values have not been highly effective; the threat of losing these values has not been prevented. The system of mass media has developed without scientific plan, hence waste of resources; some media organizations have strayed away from their visions and missions and opted for low taste. Cultural cooperation and exchange with foreign countries have been limited. Easy reception and lack of foreign cultural product selection have caused negative impacts on our culture.

Causes to the above-mentioned limitations and weaknesses are several, but mainly due to lack of attention by Party committees and administration to this sector hence less resolute leadership. Concretization and institutionalization of resolutions have been slow and conditions for implementation of the resolutions have been insufficient. Renovation in state management of culture has been slow; sometime, some where little, even no attention has been given to state management of culture; and disciplines have not been strict. New issues in culture have not been fully aware of to guide it in the right direction with effectiveness. Training of cultural workers and leaders at all levels has received insufficient attention.

Outlining future directions and tasks, the Party Central Committee points to the need to continue succeeding, supplementing and developing Party’s viewpoints on culture building and development stated in the Resolution of the 5th Plenum of the 8th Party Central Committee while emphasizing the ideology: culture is the spiritual foundation of society as well as an important internal source of strength for sustainable development, it should be placed at the same par as economics, politics and society; economic growth should be accompanied by cultural development. In culture building, focus should be given to building and developing people with personality, ethics and healthy lifestyle and building a healthy cultural environment (family, community and society).

The culture that we are building is an advanced culture with a strong national identity, which unites the diverse cultures of Viet Nam’s ethnic groups and bears the typical characters of nationality, humanity, democracy and science. The advanced culture of Viet Nam is the one of patriotism and progress, the core of which is the national independent ideology and socialism in the light of Marxism-Leninism, Ho Chi Minh ideology and quintessence of humankind culture. Its aim is all for people, freedom, happiness and rich and comprehensive development of each people in a harmonious relationship between individual and community and between people with nature. The national identity of Viet Nam’s culture includes sustainable values and essence nurtured and fostered through thousands of years of national construction and defense. It is the ardent patriotism, national self-reliance; the spirit of cohesive community with harmonious association of individual-family-village, commune-Fatherland; humane and tolerance, gratitude, compassion, morality; diligence and creativity in labor; sacrifice for national independence for people’s happiness and civilized behavior, politeness, simplicity and clean lifestyle.

The Vietnamese people is the crystallization of the Vietnamese culture. Thus, building and developing the Vietnamese culture is the implementation of the strategy on development of human resources particularly high quality resources. This is the focus of the cause to build our spiritual foundation, cultural potential and socialism. We should lead cultural activities to build Vietnamese people who develop comprehensively in intelligence, ethics, physical fitness, creativeness, citizen consciousness, law observance to make culture a driving force for people’s perfection of their personality. Draw lessons and build standard values of Vietnamese people in the period of industrialization, modernization and international integration. Integrate ethic education and citizen ethics into educational activities of society. Uphold individual responsibility toward oneself, family and society. Encourage, promote and multiply the good, the right and positive elements and protect humane values in social life. Fight against the bad, the evil, backwardness and erroneous viewpoints which badly influence culture and social stability.

We should continue building a healthy cultural environment, promote values of Vietnamese family, community and nation. Implement the national strategy on family of Viet Nam. Each school should be a real cultural and educational center, training people on ideology, virtues, personality, lifestyle and educate young generations on cultural tradition. Develop cultural life in residential areas, schools, offices, units, production and business establishments; effectively implement the Regulations on democracy at grassroots level. Create strong changes in building of civilized lifestyle especially in marriage, funeral and festival. Focus on renovating and enhancing efficiency and effectiveness of state management of culture in the context of market economy development, international integration and explosion of information and communication technology. Accelerate concretization and institution of the Party’s viewpoints and lines on culture. Make available mechanisms efficient enough to organize implementation of resolution, and prevent violations in cultural activities. Proactively fight against and prevent signs of degradation in ideology, ethics, “self-evolution” and “self-transformation” in the field of culture. Better manage the use of internet services and electronic information on the internet. Effectively prevent some newspapers, publications and cultural and artistic entities from carrying out activities which do not conform to their visions and missions and from disseminating misinformation and indecent contents without good taste. Actively oppose miscellaneous manifestations, harmful products, non-cultural and counter-cultural activities, contributing to protect, maintain and promote values, national cultural identity and unity in diversity of Vietnamese culture.

Develop the literary and artistic cause, facilitate the study and creativity of actors, actresses and writers for more products of high ideological and artistic values which depict truthfully, lively and thoroughly people’s life, national history and renovation of the country. Promote positive values and elements in ethics, religious culture; encourage and guide religious activities toward charity, humanity, humanism, progress, and “good life and good religion”; Prevent and criticize superstitious practices and other activities which capitalize on religion and use religion as cover for illegal acts to sabotage our regime.

Build strategies to develop cultural personnels. Increase resources for culture. Absorb cultural quintessence and learn experiences on cultural development and management from other countries.

2. The Plenum agreed on guiding ideology and orientation to finalize outlines and prepare draft documents to be submitted to the 12th National Congress of the Party

Highly appreciating preparation of the Sub-Committee for document drafting and Sub-Committee for socio-economic affairs, the Party Central Committee basically agrees on the outline of the Political Report and the draft of the Report on orientations and tasks for socio-economic development for the five-year-period of 2016-2020. At the same time, the Party Central Committee emphasizes the significance and importance of the 12th Party Congress in continuing to implement the Party’s Platform (supplemented and developed in 2011), the 2013 Constitution and the Strategy on Socio-economic Development for the 2011-2020 period, and provides orientations to the two Sub-Committees and other concerned offices to continue research and finalization of the outlines and development of draft documents to be submitted to the 10th Plenum of the Party Central Committee for consideration and decision by the end of this year.

The Party Central Committee requests that the preparation of documents to be submitted to the 12 th Party Congress should manifest continued attention to Party building, enhance Party’s leading capacity and fighting strength, efficiency and effectiveness of State offices and the whole political system; uphold national great unity and tap all internal and external resources, material and spiritual, for the cause of renovation, industrialization, modernization for rapid and sustainable national development. Attention should be given to solve big relations between renovation, stability and development; between economic renovation and political renovation; between market economy and socialist orientation; between production force development and building and gradual completion of socialist production relation; between economic growth and cultural development, social progress and equity; between construction and defense of socialist Fatherland; between independence, sovereignty and international integration and among Party’s leadership, State’s management and People’s ownership.

In the process of documents preparation, it is necessary to base on the Resolution of the 11th Party Congress, Resolutions of the Party Central Committee and results of the 30-year-long renovation and closely follow the country’s situation to objectively and scientifically assess problems; deeply analyze causes and make forecast in a scientific manner domestic and international situation to correctly identify orientations, tasks and major solutions for the next tenure.

Especially, it is necessary to analyze and assess the implementation of objectives and tasks for the five-year-period 2010-2015; forecast the possibility of implementing objectives of the Strategy on Socio-economic Development in the 10-year-period 2010-2020, particularly the possibility of implementing the objective of laying foundation for Viet Nam to basically become a modernity-oriented industrialized country. Attach importance to clarify some major issues:

In economic field: The implementation of the Party’s directions on sustainable socio-economic and environmental development as set out by the 11th Party Congress; the adjustment of targets and policies to prioritize inflation control, macro-economic stability, suitable growth rate maintenance and social welfare guarantee; the implementation of the guideline on renovation of growth model, economic restructuring, and implementation of three strategic breakthroughs…; and the identification of new resources and driving forces for the country’s development.

In social field: Together with issues of labor, employment, material and spiritual life of people, social insurance, social order and safety, it is necessary to assess status quo of social structure changes, the growing gap between rich and poor and social stratification in Viet Nam at present; the awareness and settlement of social relations, interest relations, risk management, social ills, and negative phenomena, contradictions, social conflicts; the awareness and implementation of social policies, social progress and equity in each step and each development policy; thinking and state of mind of society.

In national defense, security and external relation field: In face of complicated and unanticipated developments in the world and the region, such as the current East Sea situation, special attention should be paid to national defense, security and external relations. Identify advantages, difficulties and challenges and policies and measures to be taken to maintain independence, sovereignty, national security, territorial integrity and an environment of peace and stability for development. Closely and correctly make assumptions and assessment on results of the fight against four threats warned by our Party to map out suitable policies and measures, ensure successful implementation of the Strategy on National Defense issued by the 8th Plenum of the 11th Party Central Committee recently.

On Party and political system building: It is necessary to correctly analyze and assess status quo and set out concrete solutions to continue making the Party and our country’s political system more clean and strong in terms of politics, ideology, organization, personnel and leading and managing methodology. Special attention should be given to educating politics and ideology, preventing degradation, change in personality, “self-evolution”. “self-transformation”; internal political protection, exercise of democracy and discipline, rules, solidarity and unity within the Party; quality of Party organization’s leadership; development and implementation of strategy on cadre and cadre work; content, model and method of ruling of the Party in power; leading methodology and working practices of the Party; democracy in association with discipline in State operation; efficiency and effectiveness of state management delegation, coordination and control of power of state institutions; renovation of content and method of operation of the Fatherland, social and political organizations; building socialist democracy, ensuring people’s right to be masters especially in supervision and control state power and building social consensus.

Abiding by these orientations, Sub-Committees and the Drafting Committee should bring into full play collective wisdom, attract contribution of the entire Party and people, concentrate on preparing quality draft documents to be submitted to the National Party Congress, ensure that the Political Report will really be the central document of the Congress to lead the entire Party, people and army in national construction and defense in the 2016-2021 tenure; the Report on Socio-economic Development will be an in-depth document on the implementation of socio-economic development tasks in the coming five years.

3- The Plenum discussed democracy, cautiously considered and agreed to conclusions, and gave opinions on other important issues.

First, on preparation of Party congresses at all level in anticipation of the 12th Party Congress, the Party Central Committee made many concrete and accurate opinions to the Submission document and draft Decree of the Politburo. At the same time, the Committee emphasizes that this is a central task which should be implemented early in the spirit of continued renovation towards practicality, effectiveness, democracy promotion along with observance of principles, discipline and order of the Party; strengthen unity, enhance leading capacity and fighting strength of Party organizations. Party committees at all levels should set store by leading and guiding discussions of draft documents of the 12th National Party Congress and Party congresses at higher levels while ensuring good preparation of reports of Party committees at their levels. Party committees’ reports should correctly assess implementation of resolutions of the past tenure; highlight results and achievements, limitations and constraints and causes as well as lessons learnt; thus set out orientations, tasks and solutions for the coming tenure. Preparation of personnel and election to the Party committees should observe Party Statute and regulations, select, introduce and elect suitable and eligible people to Party committees; pay attention to discovering and introducing new potential elements, and ensure appropriate proportion of young, female and ethnic minority cadres.

The Party Central Committee assigns the Politburo, after this Plenum, to early provide guidance to finalize and issue the Decree of the Politburo on orientations for preparation and successful organization of the party congresses at all level, contributing to the success of the 12th Party Congress.

Second, on Party election regulations, the Party Central Committee thoroughly discussed and agreed to promulgate new regulations of the Party Central Committee on the basis of succession of Party election regulations issued by the Politburo of previous tenures while revising and supplementing some new important rules, namely on target and scale; standing for election and nomination of member of Party committees, Standing Committees, Politburo, Secretariat of the Party Central Committee; outstanding number in lists of candidate; the setting of list of candidates; and election process and procedures.

The Party Central Committee calls on all Party committees, organizations and member to seriously study and implement strictly and completely the regulations, contribute to ensuring correct implementation of Party Statute, strictly implement the principle of democratic centralism and maintain discipline, order and generate strength, unity and high unanimity within the Party.

Third, on assessment and lessons learnt from the implementation of Politburo’s Regulation 165 on votes of confidence, the Party Central Committee highly agrees with the Submission document of the Politburo and affirms that the move is completely correct and necessary. Guidance on organization of vote of confidence over the past period, in general, was stringent and aligned with the spirit of the Resolution of the 4th Plenum of the Party Central Committee, regulations of the Party and laws of the State which win people’s concurrence and support. The vote of confidence serves as a reference, evaluating individual performance, providing timely warning and reminder for cadres to look at themselves, bring into play their strong points and overcome their shortcomings, contributing to prevent degradation, corruption, waste and at the same time as a good measure of cadre management and protection.

However, this is a new and unprecedented work hence there remain limitations and constraints which should be supplemented and readjusted and lessons learnt should be drawn out. The Party Central Committee commends the Politburo’s serious and constructive spirit and highly agrees with the Politburo to readjust some points in Regulation 165 for continued implementation as proposed by the Politburo.

Fourth, on the pilot implementation of not organizing People’s Councils at district and ward levels, the Party Central Committee recognizes and commend efforts of Party committees at all levels, administrations and people of provinces and cities selected for pilot implementation of not organizing People’s Councils at district and ward levels in realizing the Resolution of the 5th Plenum of the Party Central Committee of the 10th Tenure and the Resolution 26 of the National Assembly of the 12th Legislature. The Party Central Committee fundamentally agrees with assumptions and assessment on situation and proposals of the Government’s Party caucus, requests the Government seriously respond to the Party Central Committee’s opinions and fine-tune the plan to submit to the National Assembly for consideration and approval during the preparation process to develop the Law on Local Administration to continue renovating and improving local administration’s performance in line with stipulations of the 2013 Constitutions.

Fifth, on the Programme on organizing Overseas Party Committee, the Party Central Committee considered and decided: the Overseas Party Committee belongs to the Party Central Committee, under the direct and constant leadership and guidance of the Party Central Committee’s Secretariat. The Party Central Committee assigns the Politburo to consider and decide the Overseas Party Committee’s function, tasks and organization according to working regulations.

The 9th Plenum of the Party Central Committee concludes successfully; our tasks from now to the end of the 11th Tenure are clear but extremely heavy. Though there are socio-economic positive changes in the right direction, there remain many difficulties and challenges, especially some achievements fall short of objectives and tasks set out by the 11th Party Congress. Initial important achievements have been made in Party and political system building, implementation of the Resolution of the 4th Plenum of Party Central Committee (11th Tenure). However, there are quite a few limitations and weaknesses. In culture - the spiritual foundation of society, there are signs of negative phenomena and degradation which should be overcome as we have discussed over the past few days. Especially, the East Sea situation is complicated and serious which requires the entire Party, people and army to stay concious and clear-sighted and strengthen solidarity. All people are of one mind to resolutely safeguard national independence, sovereignty and territorial integrity while maintaining an environment of peace and stability for national construction and development.

I call upon each and every member of the Party Central Committee to be fully aware of, increase sense of responsibility to shoulder sacred and heavy tasks, exert efforts to successfully fulfill assigned responsibility in his or her working position, contribute to effectively leading and organizing the implementation the Resolution of the 11th Party Congress, Resolutions of the Party Central Committee, the Resolution of this Plenum while making good preparation for Party congresses at all levels and the 12th National Party Congress./.
