Continuing to further enhance the responsibility of people's representatives

- Madam Chairwoman of the National Assembly, can you share outstanding results in the second year of the 15th National Assembly?

National Assembly Chairwoman Nguyen Thi Kim Ngan: The New Year is also a chance to look back at the results achieved in the past year to draw experience and lessons learnt.

Looking at the overall picture of the country in 2017, all 13 socio-economic targets set by the National Assembly were fulfilled and overfulfilled; gross domestic product (GDP) exceeded target, up to 6.81% as compared with 2016, the highest ever since 2011. These results create strength and position for 2018 and the next stage of development.

In 2017, as far as law making is concerned, in its 3rd and 4th sessions, the National Assembly passed 18 laws and gave comments to 15 draft laws; organized quality hearings and question and answer sessions on many practical issues.

For the first time, the National Assembly carried supreme oversight of the implementation of policies and laws on the reform of the State administrative apparatus.

The National Assembly identified obstacles to the reform process and set forth synchronous solutions to more drastically effectively and substantially reform the State administrative apparatus.

Based on oversight results, the National Assembly passed the Resolution on continuing the reform to a achieve a streamlined, effective and efficient State apparatus.

The Resolution promptly institutionalized Resolution No.18-NQ/TW of the 6th Plenum of the Party Central Committee, 12th Tenure on some issues of continuing the renovation and rearrangement for a streamline, effective and efficient political system, creating the basis for continuing the renovation and reform of the State apparatus in the coming time.

In addition, many specialized oversights conducted by the National Assembly, the Standing Committee of the National Assembly in the year on emerging issues were also highly appreciated by voters and people throughout the country, such as oversight of the "Implementation of laws and policies on food safety in the period of 2011-2016,"Implementation of laws and policies on investment and operation of transport works in the form of Build-Operate-Transfer (BOT)."

Based on oversight results, the National Assembly and the Standing Committee promulgated resolutions to create legal framework to overcome shortcomings and weaknesses and better implement laws and policies which are also important basis for the National Assembly, the Standing Committee to carry out oversight. These contents have attracted special attention of voters throughout the country.

In 2017, the National Assembly also discussed, considered cautiously, objectively and comprehensively, adopted many important projects and made important decisions, including breakthrough policies having great impacts on national socio-economic development, such as the guidelines on investment in building some eastern portions of the north-south highway in 2017-2020; the Feasibility Study of Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport; and the pilot project on specific mechanisms and policies for development of Ho Chi Minh City; the pilot project on handling of bad debts of credit organizations.

In addition, the National Assembly, the Standing Committee also considered and decided many aspects of personnel work, such as approving the dismissal, appointment of members of the Government, removal or temporary suspension of some National Assembly deputies’ tasks and authority.

The reform of draft law discussion on socio-economic and state budget, reports of the functional agencies, increased time for plenary discussion, dialogue, debates, along increasing life radio and televised broadcasts of plenary sessions in the past year have been highly appreciated by voters and people throughout the country.

This creates a close link between the National Assembly and voters, conditions for all people to follow and contribute their thoughtful and responsible ideas to the National Assembly.

It is possible to find that since sessions of the 11th National Assembly up to now, each National Assembly deputy has been more proactive in grasping and learning the people's lives, as well as people’s thinking and aspirations and this help significantly improve the quality of each session.

This is reflected in the 3rd and the 4th sessions when National Assembly deputies had discussed enthusiastically, analyzed thoroughly and made many accurate additional comments to the 2017 Annual Report of the Government and agencies, the Report on the National Assembly’s oversight and proposed practical solutions before the National Assembly passed resolutions.

In 2017, despites achievements in socio-economic development, Vietnam still met with many difficulties and challenges, especially severe impacts of climate change, continuous natural disasters and floods lasting until the end of the year.

During the preparation of sessions, National Assembly deputies met with voters, listened and took note of many valuable contributions of voters and people. During their missions abroad, many National Assembly deputies also spent time meeting, listening, recording, answering questions of overseas Vietnamese, and inquiring into their thinking, aspirations and proposals.

The comments and suggestions of people are vivid evidence providing information for deputies for considering, approving and ensuring laws or decisions on important matters are of high quality and feasibility.

In reality, people are the power and motivation for the National Assembly to operate more effectively. This is also the basis for the National Assembly to continue to improve the quality, effectiveness of law making, oversight and decisions of important issues of the country.

- Madame Chairwoman, how will the National Assembly promote the results achieved in the past year while implementing key tasks set for this year?

National Assembly Chairwoman Nguyen Thi Kim Ngan: In 2018 we continue to implement the Resolution of the 12th Party Congress and the Agenda of the 14th National Assembly. The entire Party, people, army, and political system have carried out these tasks with a very high political will to ensure socio-economic development, strengthening national defense, security, foreign affairs and prevention of corruption and negative phenomena.

For its part, in the spirit of innovation, creativity and acting in the interests of the people and country, the National Assembly has been and will continue to make greater efforts, strive to accomplish its tasks and targets set in 2018; pay attention to implement the Program on Law and Ordinance Making, the 2018 Oversight Program and build programs for 2019 that closely follow and associate with life, address pressing problems and organize votes of confidence for the titles elected or approved by the National Assembly according to regulations.

Fully aware of these tasks, each National Assembly deputy must understand their duties, review positive aspects to promote and shortcomings to overcome to develop more effective programs of action.

It is possible to see that in each session of the National Assembly, careful consideration and thorough discussions have been made on general issues, or particular problem of each region.

Thus, each National Assembly deputy should maintain closer contact with voters and people. National Assembly deputies and agencies must continue to bring into full play wisdom and listen to the opinions of voters, experts and people of all strata to ensure that laws adopted are of quality and feasibility.

At the same time, National Assembly deputies also need to express their stance, present the wills and aspirations of voters of their constituencies and the people of the country and people living abroad.

Hearing is a particularly important direct oversight activity, demonstrating the power of elected bodies and responsibility of elected deputies to their constituencies, while also defining responsibilities of the heads of the executive and enforcement agencies. This is both right and responsibility of each National Assembly deputy before voters and people.

The media has reported that many voters are supportive of question and answer sessions and said that in these sessions deputies have frankly, concretely raised hot and practical issues. The National Assembly have reached many thorough solutions and settlement.

Thus, this activity will continue to be considered for further innovation in order to reflect the responsibilities of deputies, meeting the aspirations of voters and people throughout the country, contributing to strengthening people’s trust.

- Can you share the external relation activities of the National Assembly in the coming time?

National Assembly Chairwoman Nguyen Thi Kim Ngan: The year 2017 marked outstanding achievements in parliamentary foreign affairs, both bilaterally and multilaterally.

On bilateral parliamentary diplomacy, we received the highest number of high-level delegations from foreign National Assemblies or Parliaments; at the same time, delegations of the National Assembly of Vietnam at high and other levels paid official and working visits to some countries in the world.

In all meetings and contacts the National Assembly of Vietnam received high appreciation of leaders of legislative bodies of other countries.

Contents of meetings and contacts were substantial, including reviewing and assessing both strengths and weaknesses, and discussing issues to promote cooperation. These visits opened up new opportunities for cooperation between Vietnam and other countries in the future.

Prominent in multilateral parliamentary diplomacy were the participation of the Vietnamese National Assembly in the 137th General Assembly of the Inter-Parliamentary Union (IPU-137) in St. Petersburg, Russian Federation; and collaboration with the World Parliamentary Union (IPU) to organize a symposium of legislators in the Asia-Pacific region on climate change impact mitigation in Ho Chi Minh City.

Through these activities, the IPU President and international friends valued the National Assembly of Vietnam as an active and responsible member making substantial contribution to the General Assembly and having great influence.

In the wake of 2017 successes, from 18 to 21 January 2018, the National Assembly successfully organized the 26th Annual Meeting of the Asia-Pacific Parliamentary Forum (APPF-26) with the theme "Parliamentary partnership for Peace, Innovation and Sustainable Development" which was highly valued by legislators of other countries.

The APPF-26 was of great significance, illustrating a practical action by parliamentarians to support Da Nang Declaration, entitled “Creating New Dynamism, Fostering a Shared Future,” adopted by the 25th APEC Summit.

The National Assembly’s foreign affairs together with the external relations of the Party, State and people-to-people exchanges have created a firm three pillars stature, contributing to creating a favorable international environment for national development, protection of national independence, sovereignty and territorial integrity, and strengthening the image and international status of Vietnam.

Elected by people, representing the will and aspirations of the people, National Assembly deputies must listen to people regularly, address people’s concerns and desire, and raise up voters’ voices. This is considered the foundation, the guiding principle of each National Assembly deputy in particular and the National Assembly in general and a key task throughout the National Assembly legislature.

The year 2018 is the third year of the 14th legislature, the National Assembly together with other bodies in the state apparatus continues to renovate, improve the quality of its activities, strive to build a National Assembly of unity, and innovation, acting in the interests of the people.

On the threshold of new spring, I would like to express my wish that people and voters through out the country, as well as our compatriots abroad are united and join efforts to build and develop the country.

A new spring is coming, I would like to extend New Year greetings to each family, each Vietnamese in the country as well as the overseas Vietnamese community and my wishes for health, happiness and success!
