    Welcoming the year 2019, reviewing the three-year-implementation of the political resolutions of the 12th National Congress of the Communist Party of Vietnam, in the threshold of Ky Hoi Spring, Comrade Nguyen Phu Trong, General Secretary of the Party Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam, wrote an article with the title: "Strong Party, Growing Country, Long-lasting Nation," exclusively for the Communist Review.   • Reviewing the reality for theory study of the Party: Status quo and issues

    Reviewing the reality is part of the Party's theoretical research work to test existing theoretical knowledge while collecting and supplementing new practical knowledge to the Party's theoretical system. Throughout its development, the Communist Party of Vietnam has attached great importance to reviewing the reality. The Party line has always stemmed from the reality which is considered as a tool to test theory. Hence, the Party is able to guide, and lead the revolution from one victory to another.

  • Assessing the policy on state administrative decentralization and assignment of powers in Vietnam

    State administrative decentralization and assignment of powers are an inevitable trend in state governance in the world and in Vietnam. Since 2001, despite important renovation of policy on state administrative decentralization and assignment of powers, there remain constraints that need to be resolved. Based on the review of state administrative decentralization and assignment of powers from 2001, the article focuses on assessing the process of policy improvement, at the same time raising some necessary issues to be further studied to complete the policy in the coming period.

  • The vitality of Marxism, the theoretical foundation of Vietnam's development

    The 8th annual workshop with the theme "The vitality of Marxism in Today’s Age" to exchange theory between the Communist Party of Vietnam and the Communist Party of Japan was held in Can Tho city on 16-17 October 2018, the Communist Review would like to introduce the keynote speech of Mr. Nguyen Xuan Thang, Secretary of the Party Central Committee, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Political Academy, Head of Communist Party of Vietnam delegation at the workshop.

  • Promote a strong sense of responsibility, study, discuss, and decide reports, programs and resolutions of the Party Central Committee

    The 12th Party Central Committee convened its 8th Plenum on 2 October 2018 to discuss important issues including leadership and guidance to successfully implement socio-economic objectives and tasks, building a strong and clean Party and preparations for the 13th National Party Congress. Mr. Nguyen Phu Trong, General Secretary of the Central Committee of the Communist Party of Vietnam chaired the plenum and delivered the opening speech. The Communist Review would like to introduce the contents of the important speech of the Party General Secretary.

  • The Communist Party of Vietnam initiated and has led the renewal process and national development to socialism

    The 14th theoretical workshop between the Communist Party of Vietnam and the Communist Party of China under the theme "Experience in Vietnam's renewal and China’s open door policy reform” was organized in Ho Chi Minh city on June 6, 2018. Comrade Vo Van Thuong, member of the Politburo, Secretary of the Party Central Committee, Head of the Central Commission for Propaganda and Education, Head of the Vietnamese delegation delivered a keynote speech. The Communist Review would like to introduce the speech.

  • We are determined to prevent and step by step repel corruption to build clean and strong organizational apparatus and cadre contingent, strengthen people's confidence in the Party and State *

    The Central Steering Committee on Anti-Corruption organized a National Conference on Anti-corruption in Hanoi on June 25, 2018 to review progress since the Steering Committee was established in 2013, especially since the beginning of the 12th National Party Congress, to discuss key directions, tasks and solutions in the coming time. Mr. Nguyen Phu Trong, General Secretary of the Central Committee of the Communist Party of Vietnam, Head of the Central Steering Committee on Anti-Corruption chaired the conference and delivered the concluding speech.   • Upholding responsibility, focusing on study, discussion and decision of important issues *

    The 7th Plenum of the Party Central Committee, 12th Tenure kicked off in Hanoi on 7 May 2018. The Plenum focused on discussing work on personnel at all levels, especially the strategic level, who possess virtues, capabilities and prestige on par with their tasks, salary reform for officials, public servants, the armed forces, and workers, and social insurance policy reform, among other important topics. Comrade Nguyen Phu Trong, General Secretary of the Central Committee of the Communist Party of Vietnam presided over the plenum and delivered the opening speech. The Communist Review would like to introduce the contents of the speech of the General Secretary.

  • Building a contingent of officials at strategic level in Vietnam at present - Concepts, characteristics and contradictions to be resolved

    Building a contingent of officials at strategic level (hereinafter referred to as Officials) is especially important in the entire personnel work of the Party. Therefore, care for the development of Officials must be considered as the focus of personnel work. To do so, it is necessary to identify characteristics, contradictions and propose ways for settlement, motivating Officials to strive to be on par with their positions and responsibilities in the innovation process.

  • Improving the efficiency of cadre planning and rotation

    President Ho Chi Minh affirmed: "Cadres are the root of all work"; "Success or failure depends on good or bad cadres." Cadre work consists of different stages from recruitment, observation, assessment to planning, training, retraining, rotation, arrangement, use, appointment, dismissal, regimes, and policy. Each stage plays an important role, in which cadre planning and rotation play a particularly important role.
