    The literary work "Mass Mobilization" ("Dân vận") has affirmed a worthy position in the Ho Chi Minh ideological legacy, with special value, demontrating through his thought"Revolution is the cause of the masses". "Dan van" is the Uncle Ho's dedication to each cadre and party member, deeply affirming an advocacy perspective that mass mobilization is the responsibility of the entire political system and also reflects vividly, fully Ho Chi Minh's thought, morality and lifestyle.

  • Harmoniously solving relations between peoples, promoting national solidarity alongside the course of increased industrialisation and modernisation

    In the renovation phase characterized by industrialisation, modernization, and international integration, the Communist Party of Vietnam (CPV) has worked out policies to solve relations between peoples based on the principle of equality, unity, mutual respect and assistance for mutual development. Accordingly, the State of the Socialist Republic of Vietnam has issued specific, proper policies and action programs, which promotes socio-economic development, gradually improving both material and spiritual lives in ethnic minority communities, changing the face of ethnic minority areas and mountainous areas.

  • Political innovation in Vietnam at present- an economic and political relation perspective

    Looking back on Vietnam’s 30 years of national renewal, the 12th Congress of the Communist Party of Vietnam pointed out that political innovation lagged behind economic innovation. Therefore, a practical urgent issue is to ensure political innovation on par with economic innovation. To do so, it is necessary, first of all, to clarify the relationship between economy and politics.

  • Importing the “Separation of powers" doctrine or promoting political instability, and power conflict

    Provision 3, Article 2 of the 2013 Constitution of the Socialist Republic of Vietnam clearly states: "The State power is unified and delegated to state bodies, which shall coordinate with and control one another in the exercise of the legislative, executive and judiciary powers.” The above-mentioned principle of state power organization and the constitutionalized control of state powers are the most important legal basis to ensure all state powers belong to the people.

    Over the past 30 years of comprehensive renovation of the country, along with the renewal of the political system and the state apparatus in general, state administrative reform has always been a consistent policy of the Party and State of Vietnam, a prerequisite, a guarantee factor for the success of national renovation.

  • Promoting the spirit of Dien Bien Phu victory, building the Vietnam People's Army strong in politics, ideology, improving its aggregate quality, and combat strength

    65 years ago, under the wise leadership and direction of the Party Central Committee and Uncle Ho, the Vietnamese army and people launched a strategic battle, making the "famous Dien Bien triumph that shook the world," bringing the resistance war against the French colonialists’ aggression to a complete victory. In the Dien Bien Phu Campaign, the building of a strong political army had an important role, a decisive factor to fostering political, spiritual factors, bravery, wisdom and willpower to "die for the Fatherland" of officers and soldiers, contributing to the epochal victory.

  • Reviewing the reality for theory study of the Party: Status quo and issues

    Reviewing the reality is part of the Party's theoretical research work to test existing theoretical knowledge while collecting and supplementing new practical knowledge to the Party's theoretical system. Throughout its development, the Communist Party of Vietnam has attached great importance to reviewing the reality. The Party line has always stemmed from the reality which is considered as a tool to test theory. Hence, the Party is able to guide, and lead the revolution from one victory to another.

  • Assessing the policy on state administrative decentralization and assignment of powers in Vietnam

    State administrative decentralization and assignment of powers are an inevitable trend in state governance in the world and in Vietnam. Since 2001, despite important renovation of policy on state administrative decentralization and assignment of powers, there remain constraints that need to be resolved. Based on the review of state administrative decentralization and assignment of powers from 2001, the article focuses on assessing the process of policy improvement, at the same time raising some necessary issues to be further studied to complete the policy in the coming period.
