The success of Viet Nam's revolution from the resistance wars against foreign aggression to the country's renewal process demonstrate that the leadership of the Party is the decisive factor to every victory of the revolution. Without the leadership, correct lines and viewpoints of the Party to lead the entire nation, how Viet Nam can be like today. It's the result of successful implementation of Party resolutions. However, there remain contraints and limitations in the implementation of Party resolutions. Every stage from preparation to the issuance of resolutions, from organization of studying resolutions, dissemination, implementation, institutionalization, control, supervision, assessment and summing up of implementation is slow. So what should be done to ensure the feasibility and vitality of the Party’s lines, viewpoints, resolutions after they are promulgated?

Party resolutions are the will and the wisdom of the entire Party, people and goals that the resolutions wish to achieve to make “the people prosperous, the country strong, democratic, equitable and civilized.” Therefore, the implementation of Party resolutions and summing up of practices reflect Party organizations and members’ leading capacity in each revolutionary stage. To successfully implement the goals set out Party resolutions, it is decisive to have constant efforts of the entire political system under the leadership of the Party, revolutionary will and devotion of each party members, resolute endeavor the entire people, effective implementation from study, dissemination to institutionalization, leading, implementation, control, review the implementation of resolutions and draw lessons from from the implementation process. These are very important issues.

What should be done and how can we do to implement Party resolutions once they are promulgated to reflect “the Party’s will and the people’s agreement” to ensure the most effective and practical realization of Party resolutions?

First, concerning the formulation and promulgation of the resolution. After the Resolution of the 12th Congress of the Party is promulgated, it is recommended that the Party Central Committee facilitates party committees and administrations in terms of time and other essential conditions to expedite the resolutions of higher levels through program of actions and plan for effective and practical implementation. The promulgated resolution must focus on solving problems directly related to the interests of the people, building the Party and the political system. Therefore, it is proposed that when developing and issuing resolutions, problems must be correctly identified. The resolutions must come from life, legitimate aspiration of the people and society, which require Party’s leadership through resolutions; Resolution development and issuance must have a scientific basis, conform to rule, and people’s aspiration, answer practical questions, and avoid voluntarism, and one-way thinking. Correct projections must be made to make resolution stable and sustainable, avoiding issuing of new resolutions for substitution due to their backwardness. Especially, solutions must be synchronous, resolute and highly feasible. In short, it is necessary to handle the dialectical relations between “breathing life into resolution” with “implementing resolution” and between “the issuance of the resolution” with “implementation of resolutions.” Only by so doing can party committees, and administration at all levels easily adapt the resolutions into their local contexts, branches and units to develop programs of action, plans to implement the resolution effectively.

Second, for the organization of learning, and grasping the resolutions. These are very important stages, because only by raising the quality of learning, firmly grasping Party resolutions can cadres, party members and people be fully aware of the lines and points of view of the Party, creating a high consensus in society, thereby strengthening and enhancing the people's trust in the leadership of the Party, improving leadership and fighting capacity of party organizations, cadres and party members, improving the efficiency of Party organizations and cadres, local party members, agencies and units. However, in reality, there are limitations in this work. It is necessary to avoid one-way top down communication of Party resolutions, without discussion among cadres and party members about concrete plans to implement the resolutions.

To improve the efficiency of the learning, grasping and implementing the resolutions of the Party, in the future, it is necessary to:

- Further improve the role and responsibilities of each party committee, administration, especially secretary of party committee, head of agency, unit, cadre and Party member in studying and thoroughly grasping Party resolutions. In particular, the commissions of education and propaganda at all levels must cooperate closely with the commissions of people mobilization and the Fatherland Front at the same levels to proactively advise party committees or corresponding levels to organize dissemination and study of party resolutions in a scientific manner, particularly on time, document, targets, methodology and to assist cadres, party members democratically discuss, contribute opinions and sum up what the learn. For those party cells which do not have qualified communicators to disseminate party resolutions, it is possible to send their party members to party organizations of branches, sectors, organizations to study which have.

- More attention must be paid to the quality and quantity of reporters and specialized communicators who should pass on “the fire”, to win the “heart and mind” of listeners and have suitable methods of communication to targets. Each of them must possess good qualifications, competence, political virtue, ethics, lifestyle and devotion to their assigned tasks. They must fully grasp and “learn by heart" the basic, core and new contents of the resolutions, follow closely local situation, be associated with people, know who to mobilize people, be ready to explain and have open dialogue with people. To enhance their professional qualifications, relevant authorities must have plans to constantly training communicators of each locality and unit, especially to cadres who directly communicate and implement the resolutions, focusing training how to effectively organize resolution studying, using support equipment (projector, charts, tables) and training on developing e-learning lesson plans.

The Party, and State need to reasonably adjust allowances for this contingent, especially for those who also work as communicators beside their jobs, and specialized communicators in difficult and complex areas.

Third, the work of information and propaganda have an extremely important role. All sectors of the education propaganda branch must facilitate every cadre, Party member and people to study and imbue with the Party viewpoints and lines and generate great physical strength to build and defend the socialist Viet Nam.

The commissions of education and propaganda, the commissions on people mobilization and the Fatherland Front at all levels should closely cooperate in the organization of learning and disseminating Party resolutions to each member of mass organizations and people of all strata while directing the mass media and cultural branch to flexibly use appropriate communication methods to each target group and locality, directing Central and local newspapers, radio and television stations to well maintain the column “Implementing Party resolutions.” The Cultural and Information branch must proactively and creatively integrate the resolutions in cultural, art and literature activities to extensively communicate Party resolutions to people.

Fourthly, institutionalization and concretization of Party viewpoints, sectors, organizations, entities, and local authorities are of decisive factor to the implementation of Party resolutions. If the Party viewpoints and lines are not institutionalized into laws and ordinances of the National Assembly, decrees of the Government, circulars of ministries, not concretized into programs of action, plans, of each locality, agency and unit, Party resolutions can neither come to life, nor become a driving force to national construction and defense of the socialist Viet Nam.

While developing programs, plans, and projects to implement Party resolutions, it is necessary to apply creatively and flexibly lines, guiding viewpoints and solutions outlined in Party resolutions to concrete circumstances of agencies, units, organizations and localities. Avoid stereotyping. Each locality has its own characteristics. At the same time, build capacity of cadres who roll out the implementation of Party resolutions. Sufficient human resources, finance and material resources to implement the Party resolution with the motto from pilot to replication, with focus and replication of advance models. Only by doing can Party resolutions go into effect, really come to life, and bring about new practical results. When programs and plans of action have been developed, the decisive factor is the high determination, close leadership and participation of party committees, administration, support of the entire political system, efforts of and practical actions of cadres, party members, and people of all strata to realize those programs, plans and projects.

Fifth, rally, mobilize forces to implement Party resolutions, mobilize, educate and disseminate party resolutions so that they become the people’s will and aspirations. The whole nation must become a unified and solidarity bloc, and invincible strength to put Party resolutions into life in a natural manner and turn Party resolutions into internal and physical strength for implementation. Attention must be paid to criticism from the Fatherland Front, mass organizations, and scientists. Cadres, Party members and people contribute their constructive opinions from preparation to implementation of Party resolutions. If Party resolutions are not fully grasped, and agreed to by people who are determined to realize them, the Party viewpoints and lines will stay on paper, cannot come to life, and cannot become a reality.

Sixth, for the inspection and supervision of Party resolutions implementation. These are effective to minimize mistakes and shortcomings of party organizations and members. If well done, they will make practical and effective contribution, maintaining discipline of the Party, enhancing leadership capacity and combativeness of party organizations, bringing into play the vanguard and exemplary role, and responsibilities of cadres and Party members in the implementation of Party lines.

Therefore, every year, party committees at all levels to must build programs to control and supervise the implementation of Party resolutions in order to check and supervise party committees, party organizations of lower levels in concretizing and implementation of Party resolutions. Party committees consciously and proactively carry out inspection and supervision of the study, as well as the implementation of Party resolutions, considering this as an important requirement to ensure learning, grasping and implementing Party resolutions. It is important to fully implement the coordination between control committees with other party committees, agencies and units concerned with party control, supervision and disciplines, heighten the leading and directing role of party committees towards party commissions in coordination for control and supervision of the implementation of Party resolutions. Control and supervision must be conducted constantly, periodically, abruptly for cross check. Specialized control and supervision must also be carried out. However, control and supervision cannot be widespread, and prolonged but must have focus with control forces appropriate in terms of quality, duration of time and time.

Seventh, in mid-term or final review of the implementation of Party resolutions, it is necessary to ensure practical assessment in time and to draw lessons, pointing to subjective and objective causes of success, as well as of the limitations in the direction and execution.

It should be noted that depending on the time of implementation of each resolution, party committees, administrations and organizations must proactively conduct mid-term and final reviews to identify causes to successes and failure in each stage, responsibilities of levels, branches, organizations, and individuals, assess resolutions’ effectives from results of emulation movements which have been launched.

Identify and replicate best and effective practices, and advanced models of organizations and individuals to commend and reward. In this work, it is noted that the models must be representative, correctly identified, recognized and dissemination before being fostered and replicated.

With the political will of the entire Party, promotion of the role, responsibility and authority of the party organizations, administrations and unions, the dedication of communicators, the efforts of all cadres, Party members and people, Party viewpoints, and guidelines in each resolution will surely be practically and effectively implemented.
