Promote a strong sense of responsibility, study, discuss, and decide reports, programs and resolutions of the Party Central Committee

Implementing the Working Agenda of the entire tenure, today the Central Committee began the 8th Plenum to review the socio-economic situation, finance, state budget s implementation in 2018, draft plan on socio-economic development, finance and state-budget estimates in 2019, review the 10-year implementation of the Resolution of the 4th Plenum of the Party Central Committee, 10th Tenure on Vietnam's Maritime Strategy until 2020, the Regulation on responsibility for setting example of cadres and party members, first and foremost, members of the Party Politburo, Central Committee Secretariats, Central Committee, establish sub-committees in preparation for the 13th Party Congress and consider issues on personnel and other important issues

On behalf of the Politburo, and the Secretariat, I warmly welcome members of the Party Central Committee, invited delegates to the plenum and would like to extend to you my best wishes.

According to Working Regulations, the Party Office sent you documents for study in advance. Now, I would like to make some suggestions and issues relating to the contents and tasks of the Plenum for your consideration, discussion, and decision.

On the socio-economic situation, financial and state budget of 2018-2019

The Central Committee will review and give comments on the socio-economic, financial, budget state situation this year with more new, in-depth, long-term and comprehensive contents than two years ago. Together with the preparation of the Report on Socio-Economic, Finance and State Budget Situation in 2018 and the Draft Socio-Economic Development and Financial and State Budget Plan in 2019, the Government has directed functional agencies to formulate and submit to the Central Committee a number of important reports on mid-term evaluation of the implementation of the Socio-Economic Development Plan and the Plan on Finance and State Budget and the Medium-term Public Investment Plan for 2016-2020.

I request members of the Central Committee to carefully study the documents; based on the actual situation of the country and workplaces to discuss, make objective and comprehensive assessment of the socio-economic, financial and budget situation in the last 9 months, make forecasts for the remaining period of 2018 and mid-term review of the Socio-Economic Development Plan and the Plan on Finance and State Budget and the Medium-term Public Investment Plan for 2016-2020. Point out achievements, results, problems, shortcomings, and their causes and collate them with the targets and tasks of 2018 and of the 12th Party Central Committee’s Tenure. They include macro-economic management, inflation control, an economic growth rate of 6.5 to 6.7% in 2018 and 6.5 to 7% from 2016 to 2020, three strategic breakthroughs, economic restructuring, growth model reform, work productivity, economic competitiveness, socio-cultural development, caring for the people's life, ensuring social security, maintaining a peaceful environment, defending independence, national sovereignty, political security and social order and safety, expanding and improving the efficiency of foreign affairs, raising the position and prestige of the country.

At the same time, analyze and forecast possibilities in the coming time, especially opportunities, and advantages, difficulties and challenges. Hence, identify general goals, major tasks, and the feasible breakthrough solutions needed to achieve set targets for 2019 and beyond as well as the whole 12th Tenure. Policies should be feasible and recognize new developments in the region and the world, such as current trade tensions between world powers, complications in the global financial and monetary market, and fluctuating petroleum prices. Overcome limitations and weaknesses pointed out by reports of the Government’s Party Committee, including many difficulties in carrying out the three strategic breakthroughs and restructuring the economy. Investment in construction of key national projects and the disbursement of public investment capital remain slow. While exports growth still relies on the foreign invested sector, the independence and self-reliance of the economy remain modest, and the macro-economy has yet to be steady. Resources for implementing social and cultural policies are limited, some policies have not been issued in a timely manner or implemented well, and the wealth gap among regions and strata of people is big and tends to widen. Additionally, there are still many social problems in such fields as healthcare, education, natural resources management and environment. There are complicated petitions and denunciations on land. Social ills, drug and corruption cases, negative phenomena, law violations, traffic accidents, fire and explosion have occurred complicatedly. There are constrains in crime prevention, smuggling and trade frauds. Hostile forces, reactionaries, political opportunists continue their sabotage under new methods, and schemes.

On reviewing the 10-year implementation of Resolution No. 09-NQ/ TW "On Vietnam's Maritime Strategy until 2020"

As we all know, for our country, seas and islands are not only a component part of the nation’s sacred sovereignty and sovereign right, but also where generations of Vietnamese people have existed and grown. Vietnamese waters hold important geo-political, geo-military and geo-economic positions in the region and the world, the 21st century is considered as the era of the ocean, "reaching out to the sea" has become a major trend, the important orientation of countries having and not having sea. Fully aware of the world and regional trend and stemming from requirements of the building and defending the Fatherland, the 4th Plenum of the 10th Party Central Committee issued Resolution No.09/NQ-TW dated 09 February 2007, "On Vietnam's Maritime Strategy to 2020", which clearly defines the guiding viewpoints, objectives, strategic orientations and key tasks and solutions for development of sectors and fields related to the sea and islands of Vietnam, aiming to turn our country into a strong country on the sea, and enriched by the sea.

Acting upon the assignment of the Party Politburo, and the Secretariat, over the past time, the Government’s Party Committee has urgently and seriously led and directed concerned ministries, branches and localities to actively review the 10-year implementation of Resolution No.09-NQ/TW "On Vietnam’s Maritime Strategy till 2020," analyzed and forecast new situations in the country, the region and the world, proposed the Party Central Committee issue a new Resolution on the Vietnam Maritime Strategy to 2030 with a vision to 2045.

This is a very important issue, related to marine economic development in association with social development, protection of natural resources and environment, response to climate change, sea level rise, national defense and security, foreign relations, international cooperation on the sea. The submission of a new resolution on Vietnam's marine economic strategy is of great importance and necessity, not only stemming from the fact that Resolution No. 09-NQ/TW limits the time to 2020 but also due to many other objective and subjective reasons, such as the situation in the world, region and country has changed which requires supplement and development in terms of viewpoint and adjustments of specific objectives, orientation for development of some marine economic sectors. The contents of marine economic development is closely and organically related to other issues of the national economy, which should be widely disseminated through the whole political system and people of all strata, thereby raising awareness and sense of responsibility of the society in managing, exploiting, preserving and effectively promoting all potentials and advantages of the sea of Vietnam. The promulgation of the resolution will help to orient the building of strategies, plans, policies and laws, as well as programmes and projects of the Government, localities and agencies involved, especially in the mobilization of resources for the medium-term investment plan for maritime and coastal economic development, in conformity with the national socio-economic development plan and strategy for the 2021-2030 period.

I request you to thoroughly study and discuss issues in order to unify assessments, and review achievements, limitations, weaknesses and causes, lessons learned from the 10-year implementation of Resolution No.09-NQ/TW, analyze, forecast the situation in the world in the coming time. Define viewpoints, objectives and strategic orientations for sustainable development of Vietnam's marine economy to 2030 with a vision to 2045 and major tasks and solutions. Attention should be paid to clarify reasons why several maritime and coastal economic development targets are difficult to be reached in 2020; some sea-based economic branches and sectors identifies as priority sectors for investment but develop slowly, and not on par with potential ad advantages; and the investment in developing coastal infrastructure, especially the seaport system, remains ineffective and fails to meet requirement. It is also necessary to clarify shortcomings in the planning of coastal areas and several sectors, sea pollution, complicated developments of climate change and sea level rise and their negative impacts, and inefficient State management on seas and islands; investment in basic surveys, scientific-technological research and human resource development have not met requirements; State management of the sea, islands are still confused and ineffective. Can the subjective causes be bad implementation of the Resolution? Are there shortcomings in developing and implementing plans on investment and development of economic zones, tourism, sea services and some marine economic sectors, such as shipbuilding, transport sea, offshore fishing?

About Party building

At this plenum, the Politburo will submit to the Party Central Committee for consideration and decision of some important issues as follows:

First, the promulgation of the Regulation on responsibility of setting examples of cadres, party members, first of all members of the Party Politburo, Secretariat and Central Committee. As you all know, the Party Central Committee, the Politburo, the Secretariat have issued guidelines and regulations on the responsibility of setting examples of cadres and party members, most recently are the Regulation No.47-QĐ/TW, dated 1 November 2011 of the 11th Central Committee, "On what party members can not do," Regulation No.101-QD/TW, dated 7 June 2012 of the Secretariat of the 11th Tenure, "On responsibility of cadres and Party members, especially the key leaders at all levels," Decision No.55-QD/TW, dated 19 December 2016 of the Politburo, 12th Tenure, "On things to be done promptly now to strengthen the role of cadres and party members in setting examples," and this content is also has been mentioned in many resolutions, directives and other regulations of the Party.

Thanks to these correct and timely guidelines and regulations, cadres and party members’ sense of responsibility of setting examples has gradually been raised, creating a positive change in political ideology, ethics and lifestyle, working style discipline and internal solidarity. The implementation of Party guidelines and regulations has intensified the Party’s disciplines, helped improve the leadership and combat capacity of Party organizations and members, contributing to preventing degradation, corruption and other bad deeds, and consolidating confidence of cadres, party members and people in the leadership of the Party.

However, the outcomes have failed to meet the set targets. The leadership, direction, study and implementation of these resolutions and regulations are still inadequate with low efficiency and limited outreach. Many cadres and party members, including those holding key positions at all levels, have yet to be aware of the responsibility in self-training, virtues, morals, lifestyles; their deeds have not matched their words. Corruption, waste, negative phenomena have been committed by some cadres; some high-ranking officials, both retired and incumbent, have seriously violated Party disciplines and State laws, sparking concerns among officials, Party members and people.

To overcome the above-mentioned situation and continue to promote responsibility of setting examples of cadres, party members, first of all members of the Party Politburo, the Secretariat and the Central Committee, the Politburo reached high unanimity to propose the Central Committee to consider and issue a new regulation on this issue. The Regulation should be specific, easy to understand and remember and facilitate inspection and supervision. The draft Regulation stated nine requirements, urging members of the Party Politburo, the Secretariat, the Central Committee to take the lead in aligning themselves with rules, and resolutely combat bad deeds.

It is recommended that the members of the Party Central Committee and the invited delegates to the plenum, with rich experiences and based on reality in localities, agencies and units contribute specific, practical, feasible, and direct opinions and comments to the draft regulation, create high unity at the Central Committee level for issuance and implementation of the regulation.

Second, establishment of sub-committees in preparation for the 13th Party Congress. Building on experiences and practices in preparing the previous congresses, the Politburo proposed the establishment of five sub-committees on documents, socio-economic affairs, Party regulations, personnel and organization to serve the 13th National Party Congress. The sub-committees will prepare the Report on the 10-year implementation of the supplemented 2011 Party Political Platform in the period of transition to socialism, the Political Report, the Report reviewing the 10-year realization of Socio-Economic Development Strategy, the Five-year Socio-Economic Report, the Report on five-year Party building, and the Report on implementation of Party Statutes and supplements and amendments to the Party regulations (if any), and the Report on personnel affairs. You are requested to consider and decide the establishment of sub-committees to prepare the 13th Party Congress proposed by the Party Politburo.

Third, the Politburo submits to the Central Committee for consideration and decision on the introduction of personnel for the post of President to the National Assembly, the election of additional members of the 12th Party Central Committee’s Inspection Commission, and taking disciplinary measures against officials in line with Party regulations.

Our plenum takes place in middle of the 12th Tenure. 2018 is of crucial year and plays a decisive role in the realization of the Resolution of the 12th National Party Congress and is the first year for making preparations for the 13th National Congress. This plenum’s agenda covers many important issues directly relating to the steering of the implementation of socio-economic development targets and the building of a pure and strong Party set by the 12th Congress and preparation for the successful organization of the 13th Party Congress.

The Party Central Committee is requested to promote a strong sense of responsibility, concentrate on studying and discussing, giving comments to complete the reports, proposals, draft resolutions and conclusions of the Central Committee and considering, deciding at the end of the session.

In that spirit, I declare the 8th Plenum of the 12th Central Committee open.
