The democratic regime in Ho Chi Minhs thoughts has become practicable since the August Revolution. It totally denied the old and outdated ideology of the former colonial regime and had created good soil and conditions from which (and in which) socialism can be derived. The relationship between the peoples democratic regime and socialist regime in Ho Chi Minhs thoughts is revealed in two aspects: 1, The people's democratic regime is not the socialist regime; 2, The socialist regime in Vietnam was derived from the people's democratic regime. This is a very fundamental point in Ho Chi Minhs thoughts. In investigation of Ho Chi Minhs thoughts (regarding the shift from the peoples democratic regime to the socialist regime), the most remarkable issues are as follows:Firstly, Vietnam is moving gradually to socialism from (in) a peoples democratic regime of high level. Secondly, the shift from the peoples democratic regime to the socialist regime is a physical (material) stage. Thirdly, this shift is a giant reformation and construction taking place in all aspects and relations of society. Fourthly, authority consolidation is very important in ensuring prosperous production and in making the shift from peoples democratic regime to socialism steady. Fifthly, this shift will take place in all aspects of society.
