    Mankind experienced the 6th year of the 21st century in a world which was full of changes and fluctuation and contradictions and complex movements reflecting a colorful picture of international life. All threats, challenges and exposures to world peace and stability, and security of nations have not yet been resolved. However, with successes achieved by the trend of cooperation in struggling for peace and development in 2006, and the balance of forces which leaned towards progressive forces that fight for peace, national independence, democracy and social progress, we are confident of a brighter prospect in 2007.

  • 35 year relationship between Vietnam – India

    India – one of the cradles of civilization of mankind lies in a north-south direction from the Himalayan mountain range which is seen as the great white lotus. 35 years have passed since the two countries officially established diplomatic relations (7th January 1972 – 7th January 2007). It is a historical, traditional, pure and faithful relationship. The friendship between the two countries founded by Presidents Ho Chi Minh and Nehru has been nurtured by generations of leaders and the people of the two countries. Based on the exchange of culture in the old days, the relationship between the two countries has been further developed in all aspects.

  • Information society and knowledge society in these days

    From the civilization aspect, the information society and the knowledge society have certain similarities. But from the aspect of the subject of creativity, one can easily distinguish them. When talking about the information society, one refers to it from the angle of the speaker, and when referring to the knowledge society one is talking about it from the aspect of receivers. From the angle of the speaker, the information society bears the commercial and commodity market nature. From the aspect of receivers, the knowledge society reflects the attention given to the receivers, the understanding and the usage of information for creative purpose. Therefore, knowledge information inherits the nature of human rights and human morality. Moving towards the knowledge society is a logical tendency which receives the support from a major part of scientific community.
